A Study on the Conflict Factors between the Council and Executive Agencies

이 논문은 지방의회와 집행기관 간의 관계에서 갈등의 요인을 탐색하고, 갈등을 예방및 해소하기 위한 효과적인 방안이 무엇인지를 연구한 것이다. 이를 위해 지방의회 의원및 자치단체 공무원을 대상으로 설문조사를 수행하였고, 조사 자료를 바탕으로 갈등원인을 파악하였다. 지방의회와 집행기관의 갈등관계를 유발시키는 요인으로 개인·행태적 요인, 법·제도적 요인, 정치·정당요인, 행정적 요인, 환경적 요인 등 5개 범주를 고려하였다. 분석결과, 우선 갈등원인 및 해결방안으로 개인·행태적 요인이 중요하므로 관련자들의 행태변화, 상호교류, 의식개혁이 필요하다. 다음으로 갈등원인 및 해결에 지방의원과 집행기관 공무원들 간의 입장에 차이가 있으므로 이들의 인식의 갭을 줄이는 노력이 필요하다. 향후, 갈등을 완화하고 예방하는 차원에서 지방의회와 집행기관 간의 사전협의제도마련, 주민참여의 보장, 지방정치의 활성화하는 정책적 노력이 필요하다.

This paper is a study to explore the factors of conflict between the council and the executive agencies and What is the effective method to prevent and resolve conflicts will study empirically. It was carried out a survey of local councilors and local government officials for this purpose, and identify the cause of the conflict on the basis of survey data. Factors that may cause conflicts between local councils and the executives were considering five categories: personal·behavioral, legal·institutional, political, administrative and environmental factors. The results are as follows. First, the individual·behavioral factor is important causes of conflict solution of the two institutions. therefore is need behavior changes, interact, awareness of those involved. Second, there is a difference in perspective between local councilors enforcement officials on conflict causes and solutions are needed efforts to reduce the gap of recognition. Third, for prevention of conflict, the policy effort is needed to provide prior consultation system between the local council and enforcement, ensuring citizen participation, activation of local politics.
