Due to global climate change, the frequency of unpredictable natural disasters has increased and their impacts also tend to become greater. Recently, there often have been unusual weather phenomena such as the heaviest rainfall, the biggest snowfall, scorching heat and cold wave in the last 100 years because of climate change. While experiencing economic growth, urbanization and global warming that contribute to climate change, South Korea also have experienced much damage caused by natural disasters. In addition, the size of damage caused by natural disaster is continuously increasing. To elaborate, there were 670 human injuries and property loss that equates to sixteen trillion, six hundred seventeen billion, two hundred million won during the past 10 years (from 2001 to 2010). Accordingly, it is necessary to build a scientific disaster management system such as scientific techniques for disaster management, disaster information delivery and alarm system in order to prevent and minimize the damage of natural disaster. Therefore, this study aims to address the establishment of scientific disaster management system in accordance with the change of disaster circumstance.
