한국 방위산업 선진화를 위한 기회요인 모색에 관한 연구

A study on seek to opportunity factor for Advancing Korea s defense industry

본 논문은 한국 역대정부의 방위산업 발전과정을 네 가지 관점 - 촉진요인(연관산업의 효과와 정치적 이익구조), 강제요인(국제적 요인), 유인요인(국내적 요인), 전환요인(정치지도자의 방산육성에 대한 정치적 의지) - 에서 고찰하고, 이를 토대로 앞으로 국내 방위산업이 한단계 더 발전하는데 있어 가장 중요한 잠재력 및 기회요인이 무엇인지를 살펴보는데 목적이 있다. 이는 국내 방위산업 발전에 관련된 구체적인 정책 및 제도를 발전시키는데 많은 도움이 될 것이다. 본 연구는 기존 국내 방위산업 관련 각종 연구결과물(단행본, 학술논문)을 분석, 우리 방위산업 발전에 도움이 될 수 있는 요인이 무엇인지를 살펴보고, 이를 정부 및 현장에 있는 방산업체 관계자들의 인터뷰를 통해 그 적실성 여부를 판단, 대안을 제시한다. 논문의 연구결과를 통해 얻을 수 있는 정책적 시사점은 방위산업 선진화를 이룩하는데 있어 촉진요인, 강제요인, 유인요인, 전환요인 모두가 중요하다는 사실이다. 그중 한국의 경우 방위산업 발전에 있어 가장 크게 영향을 끼치는 것이 바로 전환요인이다. 정부, 특히 대통령의 국가안보 및 국방에 대한 인식이 방위산업 발전에 크게 영향을 끼친다는 점이다.

In this paper, the former government of Korea defense industry in terms of the development process into four investigated(Facilitating Factor, Push Factor, Pull Factor, Conversion Factor). Based on this, the future development of the Korea defense industry to the next level is the most important factor in the potential and the opportunity to look at what viewing purposes. In this study, the existing research results of various domestic defense industry(books, academic papers) analysis. In the case of Korea, which is the most significant developments in the defense industry is what affects the conversion factor. In particular, the President s national security and defense awareness significantly influence the development of the defense industry.
