대통령 경호의 심리적 접근과 운용체제

우리나라의 경호기관은 박정희정부의 출범과 함께 「대통령경호실법」이 제정되어 지금의 전문경호기관으로 거듭나게 되었지만 북한과의 계속된 대립으로 국내 요인에 대한 테러위협은 줄어들지 않고 있다. 특히 최근 한반도를 둘러싸고 있는 주변국의 영토분쟁은 동북아의 긴장을 고조시키고 있으며, 북한의 3대 세습과 장성택 부위원장의 처형으로 한반도의 긴장은 최고조에 달하고 있다. 이러한 가운데 2009년 발생한 노무현대통령 서거사건은 지금까지 치중되어왔던 물리적 위협뿐만 아니라 자살과 같이 경호대상자 스스로에 의한 위협의 중요성과 그 위협에 따라 경호운용과 경호기법의 방향이 달라져야 한다는 새로운 패러다임을 제공하였다. 이러한 위협에 대한 대응책 마련의 노력이 강조되고 있지만 이와 같은 주제를 담은 연구가 활발히 수행되지 않아 이 연구를 시작하게 되었다. 이러한 연구 목적을 달성하기 위하여 대통령경호실과 서울지방경찰청에 근무하고 있는 현장 종사자 45명을 대상으로 인터뷰를 수행하였고, 최근에 개발된 Nvivo 8 프로그램을 활용하여 분석한 결과 심리적 요인 유형으로 ‘경호대상자의 심리 인지’가 가장 높은 빈도를 차지하였으며, 운용적 요인 유형으로는 ‘경호원칙 준수’가 가장 높게 나타났다. 과거의 국내 사례를 살펴보면 해방이후 지금과 같은 혼란기에 요인에 대한 암살이 잦았던 역사적 교훈을 되새겨야 하며 암살과 같은 극단적 테러로 인한 역사적 희생이 국운에 미치는 막대한 영향도 고려되어야 할 것이다.
