위험사회의 관점에서 본 재난의 구조적 이해

Structural Understanding of Disaster from the Point of View of Risk-Society Perspective

위험 현상은 오로지 소통의 의미에서만 구성된다. 루만의 사회체계이론은 위험 소통 자체가 재귀적으로 작동하며, 그런 맥락에서 보편성을 갖는다고 본다. 그에 따르면 위험 개념이 체계가 내린 결정의 부정적인 결과를 다시 체계에 재귀적으로 귀속시키는 사회적 잠재력과 연관이 있다면, 위해 개념은 외부 환경에서 야기한 손실로서 그 영향을 받는 당사자들의 통제 밖에 있는 손실과 연관이 있다. 위험사회와 안전사회의 차이는 재난에 대한 구조적 관찰을 가능하게 한다. 재난관리체계가 정상적으로 작동하는 상황에서 바로 재난이 발생한다는 재난관리의 역설이 일어난다. 이로부터 위험과 안전, 즉 위험사회와 안전사회는 우리가 선택해야 하거나 선택할 수 있는 문제인가 묻게 된다.

The phenomenon of risk is constructed only in the sense of communication.
