도시철도역사 민간위탁 운영에 대한 연구

The Study of Contracting Out Service of Daegu Metropolitan Transit Stations

도시철도역사 민간위탁은 경영효율화, 경영적자 해소, 비용절감 등을 위해 도시철도를운영하고 있는 지자체에서 가장 오랫동안 시행하고 있는 방법 중의 하나이지만 다양한찬반론이 존재하고 있는 것이 사실이다. 본 연구는 타 지방자치단체들이 시행하고 있는도시철도역사 민간위탁 실태를 살펴보고 대구도시철도 역사 1,2호선 민간위탁 타당성을분석함으로써 민간위탁의 적절성을 판단하는 것을 그 목적으로 한다. 이를 위해 다양한이해당사자를 면담하고 관련 지방자치단체를 통해 자료를 수집하고, 정책적 타당성, 법률적 타당성, 경제적 타당성, 서비스의 질 및 안전에 대한 타당성을 기준으로 분석하였다. 대구도시철도역사 민간위탁 타당성을 분석 결과 비용절감과 정책적인 측면에서는 그타당성이 입증되고 있으나, 원활한 운영과 경영개선을 위해서는 비용뿐만 아니라 고용,안전, 서비스 질적인 측면에 대한 심도 깊은 논의 후 민간위탁을 추진하는 것이 바람직할 것이다.

Contracting out service of Daegu Metropolitan Transit stations is an traditional method for local government, who runs Metro to increase management efficiency, lower management deficit, reduce costs. This method is still in question about it’s effectiveness. This research aims to judge the adequacy of the private commmision by looking into other local governments’ private commission of metropolitan stations and analyzing Daegu Metropolitan station’s adequacy of private commission. We had discussed this adequacy problem with stakeholders, and researched data from related local government. After that we analyzed on the basis of feasibility analysis on political feasibility, legal feasibility, economic feasibility, safety, quality of serviceAfter analyzing adequacy of Daegu City Metro private commission, we found out that in terms of cost savings and policy aspect, its feasibility was well demonstrated. However, in order to improve the operation and management, in-depth discussion about costs as well as employment, safety, quality of service needs to be done before promoting the private commission.
