Evaluation of the Citizen-Participatory Budgeting System and Problems

본 연구는 지방정부 주민참여예산제도를 평가해 보고 그에 따른 정책적 과제를 제시하는데 목적이 있다. 이를 위하여 경제적 합리성과 정치적 합리성의 측면에서 재정민주주의 구축과 대의민주주의, 만관협력체계, 외부통제라는 네 가지 차원에서 분석틀을 모색하였다. 둘째, 이러한 분석모형을 토대로 하여 광주시 북구, 울산시 동구, 경북 구미시와 브라질 포르투알레그레시의 사례를 중심으로 하였다. 분석결과, 첫째, 우리나라 주민참여예산제도는 지방조례의 제정과 함께 법적.제도적장치를 구축한 후에 도입하는 방식을 택하고 있으나, 포루투알레그레시는 이러한 제도적장치를 마련하지 않고 시가 행정의 한 방편으로 운영하고 있다. 둘째, 포르투알레그레시는 지역별 시민총회와 의제별 시민총회가 자신들에게 할당될 수 있는 예산의 범위에서사업을 구상하고 우선순위를 결정하는 방식으로 참여예산제도를 운영하였으나, 울산시동구와 광주시 북구 및 경북 구미시는 지역회의와 1차 총회에서 제안된 사업의 검토는해당부서에서 맡고 분과위원회는 자신들이 제안한 사업들과 함께 부서가 자체적으로 작성한 사업에 대한 검토를 수행하였다. 셋째, 시민위원회의의 구성에 있어서 광주광역시는시민단체가, 울산광역시 동구는 시민단체와 동 주민자치위원회의 추천, 공개모집 및 주민참여예산학교 수료자를 중심으로, 구미시는 동 주민자치위원회의 추천, 공개모집, 홈페이지 공모 등으로 이루어지고 있으나, 브라질 포르투알레그레시는 총회를 거쳐 대의원과참여예산평의회 위원이 위촉하였다. 대의민주주의 수준과 관련하여 시민위원회 위원의 구성방식에 차이가 있다. 넷째, 우리나라의 경우에는 국고보조금 등으로 인한 부분적인 참여가 이루어지고 있으나 포르투알레그레시는 예산의 편성, 집행, 성과평가의 전 과정에 주민참여가 이루어졌다. 이러한 결과를 토대로 주민참여예산제도의 발전방안 모색을 위한 정책적 제언을 하였다.

This study is to problem of the citizen-participatory budgeting system of localgovernments and its alternatives. Framework model were considered economicrationality and political rationality. Based on this analysis, the model, GwangjuBuk-gu, Ulsan Dong, Gyeongbuk Gumi and Brazil Porto Alegre were analyzed cases. The results are as follows: First, the country s citizen participation ordinanceenacted budget system with local legal and institutional framework to build a firstintroduction to the way the selection, but Poru Alegre to be operated by means ofadministration. Second, the local citizens of Porto Alegre during the General Assemblymeeting and the agenda of the budget range of citizens by their own initiative andprioritize projects in a way that the operating system was involved in the budget. ButKorea review of the proposed project area meeting the Committee in charge of thedepartment in the proposed project, along with their self-created department alsocarried out a review of its own business. Third, with respect to the level ofdemocracy of the citizens committee on the configuration differences. Fourth, in thecase of Korea made a partial participation in Porto Alegre city, but the combination ofthe budget, implementation, and evaluation to be concerned with. Based on theseresults, the development of citizen participation in budgeting policy suggestions forways were sought.
