정책집행 과정에서 활용된 상징 기제 분석

An Analysis on the Symbol Mechanism in Policy Implementation - Focused on the Public Officers Involved Bicycle Road Program

본 연구에서는 자전거도로 조성사례에 참여한 담당공무원과의 심층면담을 중심으로 정책과정에서 활용된 상징의 기제를 분석하였다. 분석결과, 자전거도로 조성사례는 정책집행 과정의 수용성을 제고하기 위해 다양한 상징 기제를 활용한 것으로 나타났으며, 주요결과는 다음과 같다. 첫째, 정책의 효과성은 정책대상이나 수단이 가진 이미지, 느낌 등이 정책의 목적이나 추구하는 방향과 부합할 때 높게 나타났다. 둘째, 정책수단을 선택하고 활용하는데 있어 사업이 가지고 있는 이미지나 정책이 추구하는 방향과 부합되는 방법을 선택함으로써, 정책의 정당성이나 지지를 강화시킨 것으로 나타났다. 셋째, 정책의이해관계자들을 설득하거나 이들의 지원을 이끌어내는 과정에서도 상징 기제의 활용이매우 유용한 것으로 나타났다. 나아가 본 연구는 이러한 분석결과를 토대로 향후 상징기제의 활용에 대한 방향성과 시사점을 제시하였다.

This study analyzes in depth on the symbolic mechanism which is used in thepolicy process for the case of bicycle road program. This study shows that the policycase used a variety of symbolic mechanisms in order to enhance acceptability of thepolicy implementation. Here are just some results by major issues as below. First, thisstudy has shown that the policy effectiveness is higher as images or feelings onpolicy targets and instruments are in accord with the policy goals and directions. Second, choosing and using policy instruments which are in accord with the program simages and directions the policy pursues strengthen legitimacy and support on thetargeted policy. Third, in the process of convincing and drawing supports on the policy, the use of symbolic mechanisms is very useful. Furthermore this studysuggests the directions of using symbolic mechanism hereafter on the basis of findings and implications of this research.
