사회복지지출 분석을 통한 지방자치단체별 복지정책 수립방안

A Study on Determinants of Social Welfare Expenditure Patterns in Local Government

본 연구에서는 지방자치단체 간에 사회복지지출 수준과 사회.경제적 환경조건의 차이가 크다는 전제하에 시.군.구 각 자치단체 유형별로 구분하여 사회복지지출의 결정요인을 분석한 다음 그 결과를 비교분석하였다. 분석결과, 시의 경우 기초생활수급자비율,아동인구비율, 장애인인구비율 요인이 영향을 미치는 것으로 나타났으며, 군의 경우 기초생활수급자비율, 아동인구비율, 노인인구비율이 높아지면 그만큼 사회복지에 관련된 지출비용이 늘어나는 것으로 나타났다. 자치구의 경우 기초생활수급자비율, 아동인구비율, 장애인인구비율, 지역총생산 요인이 영향을 미치는 것으로 나타났다. 본 연구의 분석결과를토대로 향후 지방자치단체의 관리자나 실무자들은 시.군.자치구 각 자치단체 유형별로사회복지지출의 결정요인이 다를 수 있다는 점을 인식하고, 사회. 경제적 환경조건의차이를 파악하여 복지정책을 수립하는 전략을 세워야 할 것이다.

The purpose of this study is to analyze the determinants of social welfare expenditure patterns of local government. This study shows the main causes of social welfare spending by types of local governments from social and economical perspectives. And it finds out the main factors which affect the social welfare spending by types of local governments. The results of the study on social welfare expenditure by types of local governments (metropolitan cities, towns and autonomous districts in metro cities) are summarized as follows. In metropolitan cities, the ratios of low income beneficiaries, the ratio of the disabled and the ratio of children have positive effects on social welfare spending by local governments. In towns, the ratios of low income beneficiaries, the ratio of old people and the ratio of children have positive effects on social welfare spending by local governments. In autonomous districts, the ratios of low income beneficiaries, the ratio of children, the ratio of the disabled and GRDP have positive effects on social welfare spending by local governments. The results of this study show that the effects of main factors are not consistent with three types of local governments. It’s because local governments do not have the same budget allocation process. Recently, local governments have taken over the responsibilities for supporting basic living of the poor and the disabled. That has caused the deterioration of local finance. Therefore, central government must support the weak by national subsidies for the desirable and stable decentralization.
