박정희 대통령의 1960년대 경제개발에 대한 연구

A Study on the Economic Development of President Park Jeong Hee in the 1960s

본고의 목적은 우리나라가 1960년대 정치경제적으로 어려운 상황에서 경제개발을 어떻게 해서 성공하였는지를 고찰해 보고자 한다. 박정희 대통령이 달성한 1960년대 경제개발의 성공은 큰 의미를 가진다. 왜냐하면 1970년대 새마을운동의 성공은 1960년대의 경제개발의 성공이 없었다면 불가능했기 때문이다. 1960년대의 우리나라는 6·25한국전쟁 직후이며 자원이 빈곤한 관계로 경제개발을 위해서는 많은 어려움이 있었다. 그러나 박 대통령은 1960년대 경제개발을 위해 외자도입과수출정책에 성공함으로써 경제개발에 기틀을 닦았다. 그리고 새마을운동의 구상은 어느정도 정치적·행정적·경제적 요건이 갖추어졌기 때문에 가능했던 것이다. 당시의 박정희정권은 2차 대전 이후 다른 대부분의 신흥독립국들이 수입대체형 폐쇄경제를 택했을 때정 반대로 적극적으로 수출주도 개방정책을 펴 경제 기적을 달성했다. 앞으로도 우리나라가 세계적인 선진국이 되기 위해 첫째, 1960년대처럼 수출로 지속적인 경제발전의 원동력이 돼야 한다. 그러기 위해서는 국가의 비전을 제시하고 국제경쟁력을 갖춘 지자체의 발전, 정보기술, 생명공학, 환경기술, 우주항공기술 등에 선행투자와R&D(연구개발)에 대폭적인 투자를 해야 할 것이다. 둘째, 갈등해소로 사회통합을 이루어국력을 결집시켜야 한다. 지역별 갈등과 세대별 갈등 등을 해결할 수 있어야 한다. 셋째,6·25전쟁 이후 지속적인 미국과의 군사동맹으로 한반도 핵 억지력과 동북아 세력균형을위한 선진 국방력을 건설해야 한다. 넷째, 우리나라가 미국의 원조로 경제개발을 시작하여 성공했듯이 이제 우리도 공적개발원조(ODA)와 평화유지군(PKO)에 대해서 더 많은기여를 해야 할 것이다. 국제사회에 기여를 한만큼 국제적인 지위가 향상될 것이다.

The purpose of this paper is to study how to develop the economy success in adifficult political and economic situation of the 1960s Korea. The economic developmentsuccess of President Park Jeong Hee is a significant thing in the 1960s. Because thesuccess of New Village Movement was not possible without the success of economicdevelopment in the 1960s. The 1960s Korea had a lot of difficulties after 6·25 Korea War. But President Parkachieved the foundation for economic development with a foreign resources and exportpolicy. And the New Village Movement was possible because of the political,administrative, and economic requirements in the 1960s. The Park regime achieved actively the opened export policy. But other emerging independent state took a closedeconomy policy after the Second World War. For the future of Korea, First, We should be the driving force of economic growthas 1960s, we have to invest for R & D (Research and Development), informationtechnology, biotechnology, environmental technology, aerospace technology so on. Andthe local governments need to have the international competitiveness. Second, we needto focus the national power in conflict resolution and social cohesion. We should beable to resolve regional conflicts, as well as generations conflicts. Third, we need tobuild an advanced national defense for the balance of power in Northeast Asia. Fourth,we would be a more significant contribution to Official Development Assistance(ODA)and Peace Keeping Operation(PKO), as we had started to develop the economy. Therefor we will be improve as much as a contribution to the international community.
