지연산업 육성정책의 한·일 간 비교분석

A Comparative Analysis between Korea and Japan on Fostering Policies of Locally-related Industries

지역의 역사적, 문화적 전통에 근거하고 있는 지연산업은 지역의 경제적 측면뿐 만 아니라 지역 문화와 정체성, 지역주민들의 통합의 관점에서도 매우 중요하다. 본 연구는 한국과 일본의 대표적 지연산업인 안동소주와 쿄토 후시미지역 사케를 역사성, 주요제품의 특징 그리고 지원체계로 분류하여 분석대상의 현황과 정책을 중점적으로 분석하고 이를 통하여 우리나라 지연산업육성을 위한 정책적 시사점을 도출하고자 한다.. 연구 분석결과 주요 시사점은 다음과 같다. 첫째, 행정적인 차원에서 지연산업의 중추적인 역할을 할 지연산업육성센터가 설치되어야 한다. 둘째, 재정적 차원에서 지연산업에 대한 중앙정부의 세재지원방안이 마련되어야 한다. 조세지원을 통한 지연산업육성이 필요하다. 셋째, 법제적 차원에서 지연산업의 근간을 이루는 향토문화산업을 특별 지원하는 법제도가 마련되어야 한다. 지연산업을 지원하는 별도의 법률제정이 필요하다. 이러한 시사점을 토대로 지연산업의 육성을 위하여 향후 추진되어야 할 과제는 다음과 같다. 첫째, 지연산업에 대한 새로운 패러다임의 정립이 필요하다. 둘째, 지연산업을 육성하기 위해서 지연산업과 관련된 다양한 주체들의 협력체제가 구축되어야 한다. 이러한 결과는 지연산업은 지역의 정체성과 문화적 자부심을 대표하는 귀중한 문화산업으로, 지연산업 육성을 위한 비전이나 전략도 창조산업이라는 새로운 개념의 틀 안에서 보다 첨단화되고 융합된 산업으로 육성되어야 함을 시사한다.

The goal of this study is to derive the policy-making suggestions for fostering the locally-related industries of Korea through the comparative analysis between Korea and Japan on fostering policy of locally-related industries as well as the theoretical review for fostering them. Firstly, when seen at the administrative dimension, at present the supporting organizations are dispersed at various places. Because there is no overall coordinating system, the efficient performance of the policy does not work. Secondly, from the perspective of the financial dimension, fostering locally-related industries through the tax reduction and exemption is necessary because the central government s tax reduction scheme has not been provided. Thirdly, from the perspective of the law-making dimension, the law and the system specially supporting home-town cultural industries forming the basis of locally-related industries are unprepared. The tasks to be accomplished afterwards to foster locally-related industries are as follows: Firstly, setting up a new paradigm for locally-related industries is necessary. Recently, locally-related industries focus on traditional cultural products. Secondly, in order to foster locally-related industries, the cooperative system of various organizations connected with them should be constructed.
