대형 재난지역의 이해집단간 갈등양상 및 관리방안 연구

The Study on Management Methods and Conflict Aspect of Interest Groups in Disaster Area: Focus on the Oil Spill Incident at Taean

본 연구는 2007년 12월 7일 발생한 허베이 스피리트호 사고 이후 태안지역에서 발생한 갈등 사례를 중심으로 이해 집단간 갈등양상을 살펴보고 이에 따른 갈등관리 방안을 제시하는데 그 목적을 두고 있다. 태안 기름유출 사고와 관련한 집단갈등은 초기 방제작업 등이 진행되면서 발생하였다. 이러한 갈등은 긴급생계비 배정을 둘러싼 주민 간의 갈등, 방제작업과 관련된 주민들과 지자체 간의 갈등과 같은 요인들에 의해서 가중되었다. 그리고 계속하여 피해 배·보상이 본격적으로 진행되면서 표출된 조업 제한기간 피해인정 관련 갈등, IOPC 피해액의 사정과 관련된 갈등, 삼성중공업의 자매결연 등 지역사업 과정에서 발생된 마을 간, 주민 간 갈등, 피해대책위원회와 통합조직을 둘러싼 갈등 등 관련 집단 간에 다양한 형태의 갈등이 이어지면서 갈등양상은 더욱더 악화되었다. 이러한 이해 집단들간의 갈등을 해결하기 위해서는 불합리한 법·제도의 개선, 국가의 선 배상제도 도입 등과 같은 보상시스템의 마련, 갈등관리 기본법의 제정, 중앙 및 자치단체에 갈등관리 시스템의 구축, 피해지역 주민들에 대한 지속적인 치료와 갈등과정에서 훼손된 지역공동체의 신뢰 회복을 위한 사회적 자본 육성, 중·장기적 차원에서 완벽한 복원계획 수립, 사고 기업의 사회적 책임이행과 시민·사회차원에서 지역협력 거버넌스를 구성해야 할 것을 제안하였다. 기름유출사고로 인한 지역갈등을 해소할 수 있는 여러 가지 방안들을 제시하였지만 무엇보다 중요한 것은 지역주민, 중앙정부와 지방정부, 시민사회단체, 언론, 관련 기업 등 다차원적인 이해 집단들의 이해와 유기적 협력관계가 무엇보다 중요할 것이다.

The objective of this study is to analyze management methods and conflict aspect of interest groups on the Hebei Sprit’ oil spill incident which happen at 2007 year at Taean. The groups conflict started by progress firstly cleanup operation of oil spill incident at Taean. The conflicts like these were increased double by the various factors such as the conflicts related to payment of living expense, conflict between villages and local government about methods of cleanup operation. And groups conflict aspects worsen increasingly by maintain consistently factors like as the conflicts that was expressed after launch actually compensation and reward about damages of limed work period, conflicts with assessing the damage carried out by IOPC, conflicts which raised from executive process of local business proceeded by Samsung’s sisterhood relationship, conflict among damage control committee and integrated organizations. The major findings of this study were as follows ; I supposed to search methods of effective conflict management. And also, it is required to promote of social capital, to establish perfectly plans for restoration, to perform of social responsibility by oil spill incident corporation, and to organize governance of local cooperation. I point out the methods of effective conflict management on oil spill accident. Above all things, it is really far more important to make multidimensional comprehension and firm cooperative relationship of interest groups such as like the residents, central and local government, civil society groups, journalism and related company.
