노인복지예산 결정요인 분석

Determinants of Budget for Elderly Welfare: Focused on Local Governments in Province

본 연구는 광역자치단체를 대상으로 노인복지예산에 영향을 미치는 요인을 규명하는데 그 목적이 있다. 이를 위해서 노인복지예산 결정요인으로 사회적 요인(노인인구 규모, 노인부양비율, 노인취업율), 정치적 요인(선거유무에 따른 노인복지예산의 변화 차이), 경제적 요인(지역내총생산, 1인당 지역내총생산), 그리고 지방자치단체 재정적 요인(재정자립도, 지방세징수총액, 지방교부세 대비 노인복지비 비율)을 선정하였다. 본 연구에서는 2008년부터 2013년까지의 자료를 분석하기 위해 통합회귀분석(pooled regression analysis)을 수행하였다. 상관분석 결과, 지역내총생산, 재정자립도, 노인인구 규모, 선거유무에 따른 노인복지예산의 변화 차이, 지방세징수총액, 지방교부세 대비 노인복지비 비율이 노인복지예산과 정(+)의 상관성을 지니는 것으로 나타났다. 통합회귀분석 결과, 지방자치단체의 지방세징수총액, 노인인구 규모, 지역내총생산이 노인복지예산에 유의미한 영향을 미치는 것으로 나타났다. 지방세징수총액이 가장 큰 영향을 미치는 것으로 나타나 지방자치단체의 세입동원 능력이 중요한 노인복지예산 결정요인임을 알 수 있으며, 노인인구 규모가 노인복지정책의 실질적인 수요임을 확인할 수 있었다. 또한 지역의 경제수준이 노인복지예산 결정에 고려되어야 할 중요한 요인임을 규명할 수 있었다.

This study aims to investigate determinants that have an influence on budget for elderly welfare provided by local governments. This study uses a social factor, a political factor, an economic factor, and a local government’s financial factor in the research model in order to identify practical policy factors that have an impact on budget for elderly welfare. Using data collected 2008 to 2011 from 16 local governments, the study investigates the impact of these determinants-a social factor, a political factor, a economic factor, and a financial factors-on local governments budgets for elderly welfare by employing pooled regression analysis. According to the results of pooled regression analysis based on Cochrane-Orcutt method, the number of aging population, gross regional domestic product, and the total amount of collecting local taxes have statistically significant effects on budget for elderly welfare.
