지방 준정부기관의 유형별 통합성과평가모형 구성과 적용

Integrated Performance Evaluation Model and Application according to type of Local Public Enterprise

이 논문은 지방준정부기관의 유형을 직영, 간접1(공사), 간접2(공단), 주식회사(제3섹터)등 4개로 구분하였고, 지방준정부기관 9개를 선택하여 구축한 성과평가모델과 지표에 근거하여 평가하였다. 연구결과, 첫째, 우리나라 지방 준정부기관의 외형적인 성장은 이룩하였지만, 적자 및 부채비율이 증가하고 방만하게 운영되므로 구체적인 성과평가를 통해전략적인 관리가 필요하다. 둘째, DEA방법을 이용하여 객관적 평가를 한 결과, 기술효율성은 2010년에 비해 2011년이 낮아진 것으로 나타났고, 기술순효율성은 2011년이 2010년에 비해 같거나 근소한 차이로 높아진 것으로 나타났다. 셋째, Survey방법을 이용하여주관적 평가를 한 결과, 서비스 질 만족도 수준은 유형3(공단)이 가장 높게 나타났고, 다음으로 유형2(공사), 유형1(직영), 유형3(주식회사) 순으로 평가되었다. 넷째, 성과평가에나타난 시사점은 객관적·주관적 평가결과에는 어느 정도 차이가 존재한다는 점인데, 향후준정부기관의 평가에는 주관 혹은 객관의 단면만을 고려한 평가는 지양되어야 하며, 통합적 평가를 실시하여 보다 정확한 결과를 제시해야 한다는 점이다.

The findings can be summarized as follows. First, the outward growth of local public enterprises achieved, but the deficit and debt ratios will increase and the operating poorly only, so the specific strategic management through performance evaluation is needed. Second, The results of objective evaluation using DEA method, the technical efficiency show to be lower in 2011 than in 2010 and the pure technical efficiency technology in 2011 than in 2010, showed to higher equal to or narrowly. Third,The results of subjective evaluation using survey method, service quality satisfaction level was the highest the type 3, followed by type 2, type1, type 3 in order. Fourth, the results of objective·subjective evaluation, there is a difference to some extent. Therefore, the evaluation of local public enterprises from now on should present more accurate results by conducting an integrated evaluation rather than considering only one aspect of subjective or objective evaluation.
