국가의 시장 개입에 대한 역사적 제도주의 관점

State Capacities and Market in New Institutionalism Perspectives - The Case of 1980 s Welfare Reform in United States and Britain

본 논문은 국가의 시장개입에 관한 신제도주의, 특히 역사적 제도주의 관점을 규명하기 위한 것이다. 역사적 제도주의는 국가의 시장 개입에서 국가의 능력을 필수적인 것으로 보고, 그것의 본질, 형성과정, 그리고 결과를 제도적 관점에서 규명하고자 한 이론이다. 국가의 시장개입 능력을 규명하기 위해 본 논문은 1980년대 미국과 영국의 일-복지 연계 프로그램으로의 복지개혁 사례를 분석하였다. 이를 통해 본 연구는 국가의 능력은 역사적 상황에 의하여 결정되고, 제도적 질서를 따른다는 제도적 특징을 지니며, 국가의 선호나 이념에 의하여 주로 결정된다는 사실을 알게 되었다. 또한 국가의 능력은 위기 때 강화되며, 이때 개혁이 추진된다는 사실도 확인하였다. 결국 국가와 시장은 분리해서 볼 수 없으며, 그 경우에도 국가가 주도권을 지니게 된다는 것이다.

This thesis aims at clarifying viewpoints of new institutionalism, especially historical institutionalism about the market intervention of a country. Historical institutionalism refers to a theory to clarify the nature, formation process and result of a country’s ability from the institutional perspective, as it considers that a country’s ability is essential in the market intervention of a country. In an effort to clarify a country’s market intervention ability, this thesis has analyzed examples of welfare reform to the linkage program of work-welfare both in the U.S. and U.K. in 1980s. Through this analysis, this study found out that a country’s ability is determined by the historical circumstance with the institutional characteristics of following the institutional order, which is also determined mainly by a country’s preference or ideology. In addition, it is also confirmed that a country’s ability is strengthened at a crisis and reform is initiated at that time. In the end, a market cannot be separated from a country and a country takes the initiative in such a circumstance as well.
