Policy Issues for Global Capacity Building of Andong City Officials

안동시의 공무원 세계화 추진역량 강화사업 현황과 문제점들을 파악한 결과 안동시 공무원의 세계화 교육이 미흡한데 그 요인은 경북지방공무원교육원의 세계화 교육과정의 부족과 그리고 대학이나 민간교육기관과의 연계가 되어 있지 않기 때문인 것으로 나타났다. 한편 방향성 없이 진행되고 있는 안동시의 해외도시와의 자매결연은 앞으로 안동시의 국제탈춤페스티벌이나 전통문화를 중심으로 자매결연을 추진해 나가는 것이 바람직하다. 안동시 공무원의 세계화 추진역량 강화를 위해서는 이상과 같이 세계화 교육과 해외연수나 국제교류가 활성화되어야 하겠지만 이는 시간과 예산이 많이 필요하다. 따라서 세계화 추진역량을 이미 갖춘 인력의 특별채용 방안을 모색할 필요가 있다.

This study reveals that the deficiency of global capacity building programs for Andong City officials is due to not only the insufficient global training contents of the Gyeongbuk Officials Training Institute, but also the lack of ties in terms of commissioned education between Andong City and universities or private educational institutions. It also recommends that the international exchanges of Andong city with oversea cities, which have seemed to be aimlessly processed so far, shall be carried out with such as, the Andong International Mask Dance Festival or the traditional culture of Andong as the center. For strengthening the global capacity building of Andong city officials, a domestic education and training abroad or international exchange should be activated, however, it needs a lot of time and budget. By this reason, there is a need to explore ways of special recruitment for highly qualified person on globalization.
