기초지방선거에서 정당공천제의 개선방안

The Improvement of Party Nomination in Local Government Elections

본 연구의 목적은 지방선거에서 정공공천제의 이론적 논의 및 선행연구를 검토하고 한국의 기초지방선거에서 정당공천제의 실태분석과 문제점을 살펴보고 그 개선 방안을 제시하는데 있다. 기초지방선거에서 정당공천제 문제는 이론적으로는 장점과 단점이 상호 존재한다. 그러나 한국의 정당구조와 운영 수준, 중앙정치인의 의지와 유권자의 의식수준, 선행연구 결과, 여론 및 설문조사 결과, 기초지방선거에 정당참여 결과 나타난 폐해 등을 종합적으로 고려 해 볼 때 현시점에서 기초지방선거에서 정당공천제는 폐지하는 것이 바람직하다. 이처럼 정당공천제가 폐지될 경우 폐지로 인한 나타날 수 있는 문제점을 최소화하기 위한 대안과 현실적으로 폐지가 어렵다면 정당공천제로 나타나고 있는 문제점을 최소화 할 수 있는 대안으로 구분하여 제시하였다. 먼저 기초지방선거에서 정당공천제 폐지 시 대안으로는 민선 6기(제10차 지방선거)부터 정당공천 금지기간을 3기(12년 동안) 동안 한시적으로 폐지, 지방공직후보자가 지지하는 정당을 선택하여 임의로 표시하게 하는 정당표방제 도입, 일정한 수 이상의 지역주민(유권자)에게 추천권을 부여하는 지역주민추천제 도입 등을 들 수 있다. 다음으로 정당공천제 유지 시 대안으로는 정당의 분권화, 진성당원중심의 정당운영, 상향식공천, 투명하고 공정한 공천과정 등 정당의 민주화와 공천방식의 개선, 지역적 문제에 관심을 가지고 지역적 이해에 정통할 뿐만 아니라 자율적이고 독자적인 지방자치의 발전을 이끌 수 있는 지방정당의 설립 및 육성, 공천권자인 지역 국회의원에게 종속된 “정당대표”보다는 주민의 목소리에 귀를 기울이는 “주민 대표”를 선택하려는 유권자의 의식전환 등을 들 수 있다.

With reviewing current literatures on the party nomination in local elections, and analyzing its actual performance and its problems, this paper provided some improvement methods for this system. In theocratically, the party nomination has mutually pros and cons in the local government elections. However, by comprehensively judging some operational variables such as Korean political party and its operational level, central politicians volition and electorate s level of consciousness, the literatures reviews, and the surveying public opinion, it suggested that the party nomination system in the local government elections be removed in the current situations. Thereafter, this paper issued some alternatives for minimizing some problems accrued from the abolition of this system; temporary abolition of the party nomination (from the 10th local elections to the third terms (twelve years), introduction of the party advocating and resident recommendation. If the removement of the party nomination was impossible, another alternatives would be suggested to minimize some problems on account of the party nomination; democratization of political party and improvement of nomination method, establishment and promotion of local political party, and the change of voters attitude.
