복지 공무원의 ‘복지’ 기본 가치에 관한 감성 체감도 연구

A study on the emotional sensing level of the basic values of welfare policy of public servants

행정 업무를 수행하는 공무원들이나 서비스 전달자들은 기관의 고유 목적 가치나 정책목표에 대해 남다른 충성도를 가져야만 한다. 그래야만 행정 업무가 본질을 벗어나지 않고, 직무 몰입도나 만족도가 높아질 수 있을 것이다. 사회 복지 업무를 담당하는 공무원들이나 복지 서비스 전달자들의 경우에도 ‘복지’의 기본 가치나 주요 복지 정책의 ‘목표’에 대해 잘 알고 체감하고 있어야만 업무 성과가 높아질 수 있다. 이 논문에서는 사회복지 업무 담당자들의 복지 기본 가치나 주요 목표에 대한 감성 체감도를 측정해 보았다. 그 결과, 사회복지 업무 담당자들의 ‘복지 기본 가치’에 대한 감성체감도가 대체로 낮게 나타났고, ‘행복’이라는 가치에 대해서만 강한 긍정적 감성 체감도를 보였다. 또 이들은 ‘국민 최저 생활 보장’ ‘인간 존엄성 확대’ ‘국민 건강 증진’ ‘복지대상자의 자활, 자립’ 순으로 감성적 호응을 보였다. “복지대상자의 자활, 자립을 위해 정부가 적극적으로 나서야 하고,” “사회 복지는 더욱 증대되어야 한다”에 대해서는 절대 다수가 긍정적 감성을 가지고 있었다. “무상 급식, 무상 보육”에 대해서는 긍정적 감성이 높긴 하지만, 부정적 감성도 많아, 적지 않은 견해 차이가 있음을 말해 준다.

Public servants and persons who is responsible for social welfare service delivery should be emotionalized with the basic values of social welfare. They should have the loyalty to government and policy goals of social welfare. In this article, authors quested and evaluated the emotional sensing level of the basic values of welfare policy of public servants. In general theirs emotional sensing level was very low. However they showed strong positive emotional level for ‘happiness’. They preferred to ‘the minimum standard of living of the people’‘enlargement of human dignity’ ‘promotion of public health’ ‘self-support and independence of beneficiary’ successively. They all wanted government should be enlarge the portion of social welfare policy. And they hoped school meals and childcare without compensation should be continue. However there existed not so small negative opinion.
