한국사회의 사회·경제적 여건 또한 변화함에 따라 이전의 정부 주도적 정책 환경과는차별화되는 다양한 사회적 주체의 중요성이 부각되고 있다. 그러한 측면에서 2007년부터시작된 사회적 기업은 국가와 시장, 시민사회의 사이에서 새로운 역할을 부여받고 있다. 하지만 사회적 기업 등의 새로운 행위자를 육성하기 위해서는 개별 행위자에 국한되는것이 아니라 사회적 경제라는 보다 포괄적 차원의 접근이 필요하다. 또한 사회적 경제는지방화 시대에 있어 핵심적 의제인 지역사회 활성화와도 밀접하게 연결되어 있다. 이에본 연구에서는 현재 명확하게 제시되어 있지 못한 사회적 경제의 개념을 살펴보고, 지역사회 차원에서 사회적 경제 가 어떠한 중요성을 가지는지 이론적으로 탐색해보고, 우리나라보다 먼저 사회적 경제 차원의 접근을 발전시켜온 유럽의 동향을 살펴볼 것이다. 검토 가능한 여러 사회적 경제의 형태 가운데, 본 연구에서는 최근 우리나라에서도 활발하게 논의되고 있는 협동조합 형태의 사회적 경제가 지역사회에 가지는 가능성을 살펴볼것이다. 이를 위하여 유럽의 사회적 경제를 개괄적으로 탐색함과 더불어 이탈리아의 사회적 협동조합 사례를 보다 구체적으로 탐구하는 과정을 통해, 유럽 사회적 경제의 한축을 이루고 있는 사회적 협동조합의 특성을 구체적으로 제시하고, 그 특성 및 한국사회에 대한 적용가능성의 문제를 검토하고자 한다.
According to transformation of the Korean Socio-economic conditions, the importance of various actors has emerged, which differentiated former government-centered environment. In these trends, the social enterprise has received new roles among the state, the market and the civil society. However, in order to foster new actors such as social enterprises, we need to introduce comprehensive approaches like social economy rather than limited and individual approaches. Moreover, in the era of the Localization,the social economy also has closely connected the activation of local community. In this study, we look at the concept of the social economy and theoretical significance in dimension of local community. In addition to theoretical reviews, we try to explore European trends of social economy. And also we examine the possibility of social economy, especially in the form of cooperatives which have been actively discussed in recent Korean context. For this study, we conduct an overview of the social economy in Europe, more specifically the case of social cooperatives in Italy. Through exploring the cases of Italian social cooperatives, we analyse characteristics of social cooperatives, and draw the possibility of application for Korean society.
