경상북도의 경우에는 12개에 달하는 지역전략산업진흥사업을 시행하고 있으며, 이러한목표달성과 관련하여 테크노파크, 지역특화센터 등 다양한 형태의 R&D 기관들이 지역전략산업진흥 및 지역경쟁력 강화를 위하여 기술개발, 기업지원 등의 역할을 수행하고 있다. 그러나 대부분의 사업은 각각의 독자적 관리체제로 운영되고 있기 때문에, 이러한 개별관리체제에서는 종합적인 조화와 균형을 이루기가 어려울 뿐더러, 유사사업의 추진 및중복기능 지원 등의 문제점이 나타나고 있다. 이러한 맥락에서 경북지역 전략산업진흥차원에서 R&D기관을 중심으로 지역산업진흥 관련 기관의 관리체계 및 운영성과 등을평가·분석하고, 이들 기관의 실용적 운영방안을 모색함은 매우 중요하다 할 것이다. 본 연구는 경북지역에서 추진되고 있는 다양한 지역전략산업진흥사업을 수행하는R&D 기관을 대상으로 운영 효율화에 영향을 미치는 성과요인 그리고 이들 요인 간의영향구조 등을 실증분석 함으로써, R&D 기관의 운영성과를 극대화하기 위한 발전방안을제시하는 데에 목적이 있다.
The purpose of this research is to analyze some influence factors related to improvement of performance for R&D institution in Gyeongbuk Province. The results of performance evaluation are commonly recognized as important resources in management of R&D institution. In line with this perspective, this study analyzes the comprehensive relationship among managerial influence factors related to improve R&D institution s performance. The conclusion finds out that these managerial fields of strategic, organizational, financial, project, asset and space, and marketing are closely related to R&D institution s performance. Especially the manager s strategic approach shows statistically significant results to improve the performance of R&D institution in case of Gyeongbuk Province.
