지방준정부조직 확산의 원인규명에 관한 연구

Finding the cause on the local quagos spread

본 연구는 급속하게 증가하고 있는 지방준정부조직의 확산원인을 규명하기 위하여 지방준정부조직 중 가장 큰 폭으로 증가하고 있는 지방공단을 대상으로 어떤 원인에 의해설립되었는지를 조사하였다. 이를 위하여 지방준정부조직 설립원인을 효율성에 집중하는경제적·합리적 접근과 대응성을 중시하는 사회적·과학적 접근, 뚜렷한 목표 없이 유행이나 복사에 의해 준정부조직이 생성된다는 해석적·사회구성학적 접근으로 구분하였다. 분석 결과, 준정부조직은 효율성이나 대응성과 같은 목표를 추구하기 위하여 생성될뿐만 아니라, 유행이나 복사와 같은 비실체적인 것에 의해 확산되는 경향도 강하다는 것을 알 수 있었으며, 단체장의 정치적 유인과 관료의 내부성과 같은 이기적 동기의 영향도 무시할 수 없었다.

Since starting local autonomy in 1995, the number of the Public Facilities Management Corporation is prominently increased. This study aims to figure out the reason about the increasing number of the Public Facilities Management Corporation. In order to do so, the research frame is consisted of the Economicalㆍrational approach, socialㆍscientific approach, and interpretiveㆍsocial constructive approach. We have found that Organizational forms may spread not only some inherent efficiency, but various mechanisms of copying and fashion.
