한국 가족정책의 경로의존성 분석

A Study on the Path Dependency of Family Welfare Policy in Korea: Focusing on Institutional Formation and Change

이 글은 우리나라 가족정책의 형성과 변화를 도입기, 형성기, 확장기로 구분하여살펴본 연구이다. 분석결과 한국 가족정책의 제도형성과 변화과정에서 제도의 경로의존성과 이에 따른 정책·제도의 불일치가 나타났다. 한국의 가족정책은 정치, 경제적 요구에 대응하는 과정에서 형성, 발전되어 왔기 때문에 출산 억제나 출산율 증가와 같은 정책은 인구조절 수단으로 활용되었다. 결과적으로는 국민의 행복추구를위한 복지적 관점의 노력은 미흡한 것으로 분석되었다. 과거 가족정책의 핵심은 인구조절에 있었다. 그러나 인구조절을 위한 노력에도불구하고 이에 상응하는 제도변화가 이루어지지 않은 것으로 나타났다. 인구조절을위해 출산율 억제가 주요 목적이었고, 가족정책과 복지정책의 구분 없이 혼용하여사용함으로써 가족정책에 대한 장기적이고 일관된 목표와 전략을 수립하지 못한 채추진되었다. 또한, 정책과 제도의 불일치 및 제도변화의 미흡한 대응으로 인하여 급격한 출산율 하락에 따라 산아제한정책을 폐지하고 출산율을 높이기 위한 새로운인구정책이 추진되기도 하였다. 따라서 가족정책에 대한 문제를 해결하고 가족정책이 우리 사회 구성원의 복리를극대화하기 위한 실질적인 정책의 지위를 확보하기 위해서는 가족정책에 대한 개념정립과 가족정책에 대한 장기적·종합적 계획과 집행이 필요하며, 체계적이고 일관된 정책의 집행을 위한 추진체계와 조직이 있어야 한다. 특히 여성의 사회적 진출을강화하기 위한 법적 제도적 장치가 마련되어야 한다. 가장 중요한 인식은 가정의 문제를 개인의 문제로 축소해석하지 말아야 한다는것이다. 가족정책은 가정의 안위를 개인이 아닌 정부와 기업이 적극적으로 동참하여해결해야 할 범사회적 사안이다. 이것이 해결될 때 국민의 행복은 더욱더 확대될 것이다.
