지방정부의 지역갈등 양상에 대한 실증연구

An Empirical Study on Aspect of Regional Conflict in Local Government - With Focus on the 2007 Hebei spirit Oil Spill Incident

본 연구는 우리나라 사상 최고의 해양환경 오염재난으로 기록 된 Hebei Sprit호유류오염사고 사례를 중심으로 사고에 따라 발생한 관련 집단 간의 지역갈등 양상과 원인을 분석하는데 목적을 두고 있다. 이 사고로 인해 발생한 지역갈등은 다양한형태로 표출되었는데 생계비 지원 관련 갈등, 방제인건비 관련 갈등, 방제작업 관련갈등, IOPC의 피해액 사정 관련 갈등, 삼성중공업의 마을 자매결연 관련 갈등, 피해대책 조직 관련 갈등 등이 동시 다발적으로 발생되었다. 설문분석 결과는 이번 사고로 인한 갈등과정에는 사고기업인 삼성과 정부에 대한 불신이 주민들 입장에서 제일 크게 작용하고 있으며, 갈등 해소의 관건이 되는 신뢰의 회복을 위해서는 삼성과정부의 태도변화와 함께 보다 적극적인 책임 인식이 필요하다는 것을 반증해 주고있다. 이러한 결과를 종합하여 얻은 시사점은 우선 국가적 차원에서는 사고 가해자의 책임범위를 확대하는 방향으로 피해 배·보상 관련법과 제도를 보완하여야 하며,사회안전망의 최고 책임자로서 피해주민에 대한 선 배상 제도 도입 등 정부차원 보상시스템 마련도 시급한 과제이다. 지방적 차원에서는 아직도 사고의 충격에서 벗어나지 못하고 있는 피해지역 주민들의 심리적·육체적 건강에 대한 지속적인 관찰과치료가 필요하고 지역공동체 구성원들의 신뢰와 질서회복을 위한 사회적 자본 육성교육의 강화와 함께 훼손된 생태계와 지역공동체의 동반 복원전략 수립도 해당 자치단체에서 시급히 시행하여야 할 것이다.

This study is aimed at analyzing the aspects and causes of local conflicts between relevant groups, centering on the oil spill incident of the oil tanker, Hebei Sprit, which was the worst marine environment disaster has ever recorded, so that efficient conflict management plans that may lead to continuous regional development can be derived. The regional conflict caused by the incident appeared in many forms, including the conflicts related to payment of living expense, labor costs for cleanup operation,methods of cleanup operation, assessing the damage carried out by IOPC, establishment of sisterhood relationship between Samsung and villages and organizations for damage control, which were raised all at the same time. The conflicts were caused by the multiple mechanism among various factors such as different opinions among relevant groups. Meanwhile, a lot of respondents replied that the local conflict was caused by the irresponsible response of Samsung to the incident. And as for the reason of continuity of conflicts, they indicated the problems in the damage assessment system of IOPC, as the reparation and compensation that fell short of their expectations took the first place, followed by the gaps of compensation according to regions and types of occupations. According to survey research, we may conclude that we shall make up for the weak points of laws and institutions related to damage reparation and compensation towards the direction, in which the scope of responsibilities of perpetrators is expanded, above all at the national level. And also, it is urgent to prepare a compensation system at governmental level, including introduction of advanced compensation system for victims, as the government plays a role as the highest incharge of social safety net. At the local level, it is required to carry out observation and treatment for psychological and physical health of the residents at affected area, who have not got over the shock caused by the incident. And also, it is urgent for the local government to intensify the education to raise the necessary capital for restoration of trust and order among the members of local communities, including setting up the strategies to restore the damaged ecosystem and local communities at the same time.
