기후변화와 지방정부의 대응전략

A Climate Change and Strategy for Local Governments

지구온난화에 대한 문제는 국가와 이념을 초월하여 우리 인류가 공동으로 해결해야 할 최대의 과제이면서 임무이다. 최근에 기후문제가 심각해지면서 세계 각국은CO2 감축에 대한 논의가 활발하게 이루어지고 있으며, 선진국들은 개도국의 참여를적극화하고 있다. 그동안 우리나라의 경우 기후변화에 대한 대응 문제는 국가뿐만아니라 지방자치단체의 적극적인 역할이 강조되어 왔다. 전지구적인 문제인 기후보호를 위해서는 지방자치단체의 역할과 기능이 무엇보다 중요하다. 따라서 본 연구는전라남도 소재 K시의 사례를 통하여 기후변화에 따른 지방정부의 대응과제를 제시하는데 목적을 두고 있다. 이를 위하여 본 연구는 온실가스 배출량이 전국 지자체중에서 1위를 차지하고 있는 전라남도 K시의 기후변화 물질 배출량을 연도별·부문별로 산업계와 비산업계로 나누어서 조사 분석하였다. 분석 결과를 토대로 지방자치단체가 기후변화에 대응하기 위한 정책적 과제를 다음과 같이 도출하였다. 첫째, GIS와의 연계를 통한 관리시스템을 구축하고, 인접도시와의 연계 구축을 통한 대기오염 및 온실가스 저감 추진사업의 효율성 증대가 필요하다. 둘째, 지방자치단체는 지역사회와 함께 주변지역에 나무를 심고 가꾸는 일에 중점을 두어야 하고, 다양한 항목의 탄소포인트 획득 및 활용 방안을 마련해야한다. 셋째, 저탄소 녹색성장은 우리 가정과 일상생활에서부터 출발하고 실천되어야성공할 수 있다. 넷째, 지방자치단체는 온실가스 감축 세부 실천방안 및 프로그램을개발하고 시민참여를 유도하며 참여 세대 및 상업시설에 대한 인센티브를 제공해야한다.

Today, climate change issues, the role of local government increased dramatically with the emergence of policy issues. The role of local governments to tackle the climate issue has not been recognized by the national government, which in unlike even US and Australia which refused to participate in Kyoto Protocol. The purpose of this study is to role of climate change at local government. To perform this study, I discuss the theoretical background of the climate change issue. The case analysis was material emissions of climate change on K-city in Jeollanam-do. A strategy in mitigating climate change was the followings: First, Local government can plant more trees and flowers near our homes, schools and workplaces and also have plants inside our apartments. They also provide raw materials, protect water resources, and play an important role in mitigating climate change. And required to set up Carbon points awarded and use of Various items. Second, Local government should be enlargement of citizen participation, job creation and create of green space. Third, low-carbon green growth showed that he successful should be able to practice in our daily lives and a family. Fourth, And We have to devise an immediate public-relations strategy.
