기초지방의회 의정활동의 성과분석

A Performance Analysis on Council Activities of Local Council

본 연구는 기초의회의 의정활동실적과 주민평가를 중심으로 의정활동의 문제점과 개선방안을 제시한 것이다. 연구대상은 대구동구의회이며, 의정활동은 회의록, 의정백서, 의회보 등 내부 자료를 활용하였고, 주민평가는 대구동구의회 전·현직 의원, 공무원, 지역주민을 대상으로 설문조사를 실시하여 보다 설득력 있는 대안을 제시하려고 하였다. 연구결과를 요약하면, 기초의원들의 의정활동실적은 전반적으로 높지 못하나, 정당공천제와 유급제가 실시된 제5대 부터는 다소 높아지는 것으로 보인다. 의정활동에 대한 주민평가부문에서는 보통이상을 상회하나 그 정도는 의원, 공무원, 지역주민 순으로 나타났다. 기초의회 의정활동 방향으로 지역주민을 대상으로 의정활동교육 및 적극적인 홍보활동이 필요하며, 기초의원을 대상으로 의정업무에 대한 직무연수를 실시하고, 또 전문성이 요구되는 입법 및 예산통제, 견제감시기능 등에 대해서는 지속적인 연찬활동, 교육훈련 등을 통해 의원들의 역량을 강화해야 한다.

This study raises the point at issue and suggests its solution through the analysis on the performance of local council and its evaluation from a local resident. The survey has done on Daegu Dong-gu Council and resident. For the analysis on local councilors’ performance, council records, a white paper and bulletin of Dong-gu Council have used, for the analysis of evaluation from a local resident, the survey has carried out for the former and present local councilors, public officers, and local residents. To sum up, the result of the study is follows. Generally the performance of local councilors’ is not higher; however it has become better since party candidate-nominating system and stipendiary system in the 5th local council. In the evaluation from a local resident, the result is above average and it is councilor, local resident, and public officer in order. As a political solution, it suggest as follows. First, it needs introduction and public relation to a local resident on council activity. Second, it needs HR program for the councilor. Third, it needs to strengthen councilor’s specificity in legislation, budgetary control, and monitoring of local government sector.
