지방정부 민원서비스 혁신의 특성이 시책의 중단에 미치는 영향

The Effect of the Characteristics of Service Innovation on Its Interruption in Local Governments

본 연구는 민원서비스 혁신의 중단과 관련하여 연구하고자 한다. 구체적으로 그러한 혁신 시책들의 시작과 중단시점, 혁신 시책의 특성이 혁신 시책 중단에 미치는 영향을 알아보고자 하였다. 자료는 지방정부의 1, 2차 자료를 바탕으로 추출하였으며, 중단의 요인을 밝히고자 로지스터 분석을 실시하였다. 이러한 연구를 통해 지방정부 민원서비스 혁신 시책의 지속성을 높이고자 하였다. 연구대상 시책은 1991년부터 2006년까지 총 16년간 지방정부에서 채택하여 추진한 민원서비스 혁신시책이다. 자료수집 대상은 26개의 시 지방자치단체로서, 경기도(수원시, 안산시, 시흥시, 광명시, 성남시, 의정부시), 강원도(태백시, 속초시, 삼척시, 강릉시), 충청북도(청주시, 충주시), 전라북도(정읍시, 남원시), 전라남도(순천시, 목포시), 경상북도(안동시, 김천시, 경주시, 포항시, 문경시, 상주시), 경상남도(진주시, 창원시, 마산시, 거제시) 등이다. 연구의 주요결과를 보면, 첫째, 민원서비스 혁신 시책의 시작과 중단시점은 지방정부간에 그리고 시책간에 다양하게 나타난다. 민원서비스의 목적을 중심으로 살펴보면, 친절시책은 중앙정부의 정권변화와 연관되어 중단되는 경향이다. 민원 효율성을 위한 시책들중 민원의 책임성, 평가성 시책들의 중단이 많았다. 그에 반해 이동봉사 시책들은 1991년을 전후로 시작되어 2006년 현재까지도 지속되는 시책들이 많았다. 둘째, 로지스터 분석에 따르면, 민원서비스 혁신 시책의 중단 가능성은 인센티브 시책인 경우, 자체 제안의 시책인 경우, 평가적 시책인 경우, 이동봉사 시책인 경우, 친절봉사 시책인 경우 더 높은 것으로 나타났다.

This study tries to address the following research question: when do Service innovations interrupt in local governments. Thus this paper is empirically explored its beginning time and end time, and the effect of its characteristics on interruption of service innovation. Main analysis method is logistics analysis that was used to measure which variable was the most important predictor affecting interruption of service innovation. This study targeted twenty six local governments. The current study results in two observations. First, there are differences among local governments in the of beginning time and end time of service innovation. Interruption of policies for kindness is related to movement of central government. Second, the possibility of service innovation s interruption depends upon whether or not it s incentives, it s their own suggestion, it s evaluation, it s movement service, it s kindness service.
