뉴테러리즘 대응을 위한 지방자치단체와 민간경비의 정책과제

The Policy Agenda of Local Government and Private Security for Coping with New Terrorism

테러리즘으로부터 안전지대는 지구상에 존재하지 않으며, 그 어떤 국가나 공동체 그리고 개인도 완벽하게 테러로부터 안전할 수 없다. 특히 한국도 테러 가능성이 점차 고조되고 있으며, 국제테러 단체의 위협에서 더 이상 안전하지 않다. 특히 현대의 뉴테러리즘시대에 있어서는 테러 형태는 보이지도 않고 전선도 없는 민간인을 대상으로 하는 ‘연성화’ 양상을 보이고 있다. 국가적 차원에서 대테러시스템을 정비하고 대응역량을 강화하는 것도 중요하지만, 뉴테러리즘의 양상이 점점 더 테러대상을 민간다중이용시설 등의 소프트타깃으로 전환하고 있기 때문에 무엇보다도 지방자치단체의 대테러 예방대책과 각종 시설 등 현장에 배치되어 근무하고 있는 민간경비의 역할이 중대하다. 본 연구는 연성화되고 있는 뉴테러리즘의 대응을 위해 지방자치단체와 현장에서 직접적인 예방 업무를 수행하는 민간경비의 역할 및 정책과제를 논의하고자 하는데 목적을 두고 있다. 뉴테러리즘의 효율적인 대응을 위한 지방자치단체와 민간경비의 정책과제는 다음과 같다. 첫째, 지방자치단체는 CPTED를 효과적으로 활용해야 한다. 사전 테러대비 대책의 일환으로 CPTED의 적용을 통해 뉴테러리즘에 효율적으로 대응할 수 있을 것이다. 둘째, 뉴테러리즘 대응역량 강화를 위해서 민간경비 교육시스템을 보완해야 한다. 셋째, 경비원 자격제도를 도입하여 민간경비의 전문성을 확보해야 한다. 넷째, 지방 민간경비업체의 육성을 위해 지방의 수익성 행사는 민간경비로 대폭 이관되어야 한다. 안전관리부문의 민영화는 국가 공경비의 부담을 경감시킬 뿐만 아니라, 장기적으로는 지역경제와 수도권과 지방 간 양극화를 보이고 있는 민간경비산업의 발전·육성을 위하여 반드시 필요한 과제이다.

Unlike traditional terror, in the age of new terrorism, the terror is invisible and softs target aiming at citizen, who does not have any fighting lines. It is important to manage anti-terrorism system and reinforce the ability to cope with terror from the national aspect but more priority shall be given to preventive measure of local autonomy against terrorism and the role of private security guards, who are deployed in various field facilities, because the target of new terrorism is changed into soft targets such as public facilities. Although the government is reinforcing anti-terrorism policy, the purpose of this study is to discuss role and assignment of private security that performs actual, direct preventive work with local autonomy in order to cope with new terrorism, whose target is softened in civil area. The assignments of local autonomy and private security for coping with new terrorism can be summarized as follows. First, the study suggests the application of CPTED as a part of preparatory anti-terrorism policy of local autonomy and city. CPTED, which is encouraged by local autonomy and policy, will contribute to the reduction of preparatory prevention responsibility and social cost for coping with new terrorism. Second, private security education system shall be reinforced for improving the ability to cope with terrorism. Third, the specialty shall be secured by adopting the qualification system for the guard performing anti-terrorism work in civil area. Fourth, large amount of locally profitable event shall be converted to private security industry for local development. If security control area is civilized, the work burden of national security area including policy will be reduced and from the long-term viewpoint, it is essential assignment for the development and nurture of local economy and local security industry.
