대구·경북 지역의 치안수요 분석

An Analysis of Policing Needs in Daegu·Gyeongbuk Areas

본 연구에서는 치안수요와 관련된 이론적 쟁점들을 조명하고, 민원자료의 일환인 112 신고 접수 자료를 통해 대구ㆍ경북 지역의 치안수요를 분석해 보았다. 치안수요에 대한 기존 논의들을 개관한 후, 지역적 차별성에 초점을 맞추어 경찰활동에 대한 시민들의 인식수준과 치안수요와의 연관성 또한 검토해 보았다. 연구결과를 요약하며, 먼저 치안수요 중 가장 많은 부분을 차지하고 있는 것은 ‘민원기타’임을 확인할 수 있었다. 대구 지역에서는 평균 46.03%, 경북 지역에서는 평균 53.70%에 해당하는 치안수요가 생활민원이나 기타 경찰 서비스 활동과 관련된 내용이었다. 이에 반해 ‘형사범’ 관련 비중은 대구 22.86%, 경북 17.34%에 불과했다. 둘째, 치안수요의 내용이 지역별로 차이가 나고 있음을 확인할 수 있으며, 그 차이가 통계적으로 유의미함을 확인하였다. 셋째, 지역별로 치안수요의 양적 차이 또한 크게 나고 있음을 확인하였다. 대구ㆍ경북 두 지역에서 인구 1,000명당 치안수요가 28건에서 257건에 이르는 다양한 모습이 나타났다. 넷째, 지역별 치안수요의 양적 차이가 경찰활동에 대한 시민들의 인식수준과 연관성 있게 나타나지는 않았으며, 치안수요의 양적 규모가 그 내용에 영향을 미칠 것이라는 가정 또한 본 연구에서는 검증되지 않았다. 이러한 연구 결과를 토대로 본 연구의 이론적ㆍ실천적 의미를 적시하고 후속 연구를 위한 몇 가지 과제들을 제시하였다.

This study outlined theoretical issues concerning policing needs and analysed them using 112 calls in DaeguㆍGyeongbuk areas. In keeping with preceding studies, it is hypothesized that the nature and volume of calls for police service are differ across and within Daegu· Gyeongbuk areas, and the nature and volume of calls are a function of the citizens evaluation of the regional police. The results are as follow. First, the data indicate that about 20% of all calls in DaeguㆍGyeongbuk areas are related to criminal crimes and the majority of calls(46.03%, 53.70% respectively) are related to other services . Second, dramatic differences are found in the nature and volume of calls across and within DaeguㆍGyeongbuk areas. Calls per 1,000 population varies from 27.92 to 256.51 in those areas. Third, the hypothesis relating the citizens evaluation of the regional police to the nature and volume of calls is not supported in this analysis. Some implications and limitations of this study and some issues that should be considered in the future are discussed in the conclusion.
