환경보호운동과 지역공동체 형성에 관한 고찰

A Case Study on Environmental Protection Movement and Inclusive Local Community Formation

사회자본(social capital)에 대한 최근 연구에 따르면, 사회자본은 공동체에게 긍정적 영향뿐만 아니라 부정적 영향을 줄 수 있다는 결과들이 제시되고 있다. 사회자본에 대한 연구가 보다 심화되면서 사회자본은 동질성, 폐쇄성을 특징으로 하는 유대적 사회자본(bonding social capital)과 공통의 가치, 개방성을 특징으로 하는 연결 사회자본(bridging social capital)으로 구분되고 있다. 사회자본을 두 가지 유형으로 구분하는 것은 사회자본의 양면성(equivocality), 즉 긍정적 측면과 부정적 측면에 대한 설명으로 활용할 수 있다. 어느 공동체가 전체 공동체와 적절하게 연결될 때, 즉 해당 공동체가 포용성을 가질 때, 전체 공동체에도 도움이 될 것이라는 것이다. 만일 특정의 공동체가 매우 협소한 공동체 이익의 향유에만 초점을 맞추고, 더 넓은 공동체 문제에는 관심을 기울이지 않는 경우, 그것은 전체 공동체에 부정적 기능을 할 가능성이 높아진다. 이러한 사회자본 논의는 최근 우리나라에서 급속도로 팽창하고 있는 주거공간인 아파트공동체에 대한 보다 깊은 이해를 가능하게 해준다. 최근 아파트공동체를 둘러싸고 그 배타적 성격에 대한 사회적 이슈들이 상당히 많이 제기되고 있다. 아파트 공동체는 동질성과 폐쇄성이 강하기 때문에 배타적 공동체로 형성되기 쉽기 때문이다. 그런데 최근 충북 청주 소재의 한 재개발 아파트 단지가 환경보호운동의 성과에 힘입어 배타적 공동체가 아닌 포용적 공동체로 형성되고 있는 것으로 보고되고 있다. 본 연구는 도시공동체운동으로서 환경보호운동이 사회자본과 포용적 공동체 형성에 어떠한 역할을 하였는가에 대해 살펴보는 것을 목적으로 한다. 본 연구의 주된 관심은 환경보호운동의 성과물이 ‘배타성’을 갖기 쉬운 재개발 아파트 단지가 ‘포용성’을 갖춘 공동체로 형성되어 가는 과정에서 어떠한 역할을 하고 있는가를 이해하는 것에 있다.

Recently interesting articles about social capital have been presented, in which social capital could have equivocal impacts to communities. The equivocal impacts of social capital are to mean having not only positive impacts, but also negative impacts. According to researchers, social capital has been divided in two categories, bonding social capital and bridging social capital. If a community has only bonding social capital excessively, then the community could give negative impacts to their neighbour community and whole society. Because bonding social capital has strong tendency of exclusiveness to another communities, the community would not communicate with another communities. Thus the community could seek parochial self-interests, sacrificing some common good for the whole society. After all the outcome could not be desirable to the whole society and ultimately, to itself. Especially, many apartment communities as a dominant residential community, rapidly expanded in Korea, have been formulated into exclusive communities. The negative phenomena performed by exclusive apartment communities could be seen occasionally in newspapers and broadcastings. In this context, authors examined a interesting case that environmental protection movement could have a positive function to fomulate bridging social capital and inclusive community. This study is focusing to interpretate the building process of the inclusive community through the environmental protection movement.
