Residents Participation in Voting and Political Efficacy

왜 지역 주민들은 투표에 참여하지 않으려고 하는가? 본 연구는 이러한 물음에 대한 답을 합리적 선택이론에서 제시하는 ‘정치적 효용’에서 찾고자 하였다. 이를 위해 본 연구에서는 주민 투표에 참여한 사람이 그렇지 않은 사람보다 정치적 효용이 높다 라는 가설을 설정하고, 그동안 시행되었던 주민투표 사례를 통해 검증하였다. 즉, ‘투표 참여와 정치적 효용 간에는 인과관계가 있는가?’, ‘만약에 있다고 한다면 투표에 참여한 사람과 그렇지 않은 사람과의 정치적 효용의 차이는 어느 정도인가?’에 대한 해답을 찾고자 하는 것이 본 연구의 목적이다. 이를 위해 투표 여부를 독립변수로, 정치적 효용을 종속변수로 하는 함수를 설정하여 분석하였다. 분석은 제주도 행정체제 개편을 위한 주민투표(2005. 7.27), 청원·청주행정구역 통합을 위한 주민투표(2005. 9.29), 중저준위방사성폐기물처분장 부지 선정을 위한 주민투표(2005.11. 2) 사례를 대상으로 하였으며, Ordered Logit Model과 Ordered Probit Model을 이용하여 분석하였다. 분석 결과, 정치적 효용을 설명하는 투표 여부 변수는 어느 정도 유의한 것으로 분석되었다. 또한 투표자와 기권자 간에는 정치적 효용의 차이가 발생하고 있음을 확인할 수 있었다.

Why is it that the residents in the district do not want to participate in voting? This study attempted to find the answer to the question as to political efficacy suggested in the theory of rational selection. For that purpose, this study established a hypothesis, “those who vote in the election are more politically efficient,” and tested it by examining the residents voting in the past. In other words, is there a causal relationship between voting and political efficacy? If there is, what is the difference in terms of political efficacy between those who vote and those who do not? Finding the answer to this question was the purpose of this study. For a statistical analysis, a function was set using voting or not voting as an independent variable and political efficacy as a dependent variable. The analysis examined the cases of the 7/27/2007 voting for reorganization of Jeju Province administrative structure, 9/29/2005 voting on integration of Cheongwon and Cheonju districts, and11/02/2005 voting on selecting a nuclear waste disposal site, using the ordered logit and probit models. The results of the analysis showed that the variable for voting and non-voting that explains political efficacy was somewhat statistically significant. Furthermore, it was determined that there was a difference of 6.81% to 7.61% or 8.06% to 8.82% in political efficacy between voters and non-voters.
