An Review on the Delivery Network of Welfare Service to Support Immigrant Brides in Local Government

본 연구는 급증하고 있는 결혼이주여성의 지역사회 적응을 위해 지방정부가 제공하고 있는 복지서비스 공급 상의 협력체계 및 그 실천방안을 모색하는데 그 의의가 있다. 특히 지방정부, 민간 그리고 비영리부문은 각각 어떠한 역할을 담당하고 전체적인 관계설정은 어떻게 이루어져야 하는가를 네트워크의 관점에서 복지서비스 공급실태를 분석하고자 한다. 이를 위해 본 연구는 농촌형 도시인 경상북도 Y시를 사례로 네트워크적 관점에서 공급실태를 파악하기 위한 주요변수로 지역의 환경여건, 지방자치단체의 추진의지, 급여내용, 급여대상, 전달체계, 재원 등을 도출하여 그 실태를 분석해 보았다. 분석결과 결혼이주여성의 비율이 16.2%로 복지서비스 공급수요가 매우 높은 상태였으며, 이로 인해 지방자치단체의 결혼이주여성에 대한 지원 및 정책들은 강력한 의지를 가지고 추진되고 있었다. 둘째, 전달체계의 경우 평생학습센터와 시청내 사회복지과를 중심으로 결혼이주여성에 대한 복지서비스가 공급되고 있었으며, 2008년부터 「다문화가족지원센터」를 설립하여 다양한 복지서비스를 공급하고 있었다. 셋째, 급여 내용에 있어서도 결혼이주여성에 대해 한국어교육 및 여가활동, 자녀학습지원, 문화 및 정서적 활동, 출산전후지원, 취업교육 등 다양한 사업을 수행하고 있었다. 마지막으로 결혼이주여성을 위한 재원의 대부분은 조세에 의존하고 있었으며, 기부금이나 후원금과 같은 민간부문의 재원이 부족한 실정이었다.

The purpose of this study is to analyze the delivery network of welfare service to support immigrant brides in local governmen. For this purpose, this study examined the supply network of welfare service for the immigrant brides based on the local circumstances and the driving intention of the local government as n the example of Y City, an agricultural city in Gyeongbuk Region, and analyzed it by object for supply, contents for supply, delivery system, and finances as proposed by Gilbert ＆ Specht. As a result of analysis, Y city has already constructed the supply network of welfare service for the immigrant brides by the local circumstances and driving intention of local government. Secondly, as for the delivery system, Y City provides the welfare service for the immigrant brides by the Lifelong Education Center and Social Welfare Department in City hall, and it founded the Immigrant Brides Family Supporting Center」in 2008 to provide various welfare services. Thirdly, Y City provides Korean education and leisure activity, which supports children s learning, cultural and emotional activity, which provide support before and after childbirth, and education for employment. Finally, Y City s finances for the immigrant brides consist mostly of government finances from taxes and civil finances like donation. Therefore voluntary donation and financial support from the local residents and organizations should be induced.
