농지연금제도 도입을 위한 농지임대료 추정방안

Estimating the Agricultural Land Rent for the Application of Farmland Annuity

본 연구는 시계열분석 모형을 이용하여 농지임대료의 단기 예측을 실시하였으며, 분석 자료는 통계청에서 제공하는 1966년부터 2008년까지의 쌀 생산비 자료를 이용하였다. 농지임대료의 추정은 지수평활모형과 ARIMA모형을 적용하였다. 그 결과 지수평활모형에 비해 ARIMA모형이 농지임대료를 추정하는데 더욱 적합한 것으로 나타났다. 그리고 ARIMA모형을 이용하여 농지임대료를 추정한 결과 2009년 262,529원에서 2013년 243,561원으로 나타났다. 본 연구를 통해 추정된 농지임대료는 농촌노인이 농지연금제도와 관계없이 추가적으로 확보할 수 있는 소득의 규모를 파악할 수 있을 뿐 만 아니라, 2011년부터 도입될 농지연금제도에 필요한 기초자료를 제공하는데 기여할 수 있을 것이다.

This study aims at to estimating the agricultural land rent with time series model using annual data of rice production cost from 1966 to 2008 that is provided by the Korean Statistics Office. This study tests exponential smoothing models and ARIMA model to estimate agricultural land rent. The result shows that ARIMA(1,1,0) model works better in estimating the agricultural land rent than exponential smoothing models. The agricultural land rent forecasted by ARIMA(1,1,0) model is estimated 262,529∼243,561won from 2009 to 2013 year. Estimating the agricultural land rent helps the rural elderly know how much they are able to get extra income and it also can provide some additional information for adopting the farmland annuity in 2011.
