New Public Management Reform and the Legacy ofDevelopmental State in Korea: Kim Dae Jung and Roh Moo Hyun Governments

본 연구는 신공공관리적 접근의 일반화된 적용성이 발전국가를 경험한 우리나라에 적정한가에 대한 의문점을 가지고 신공공관리 개혁의 활용성이 과연 최선인지에 초점을 맞추고 있다. 이러한 논의를 위해서 김대중 정부와 노무현 정부의 신공공관리 개혁들에 대한 적절성을 분석하고자 하였다. 우리나라 신공공관리 개혁의 결과는 자유민주주의와 자유시장 경제체제에 기초한 서구 선진국의 결과들과는 확연히 구별된다. 그 이유는 우리나라의 시장지향적 정부개혁에 대한 제한적 유용성이 발전국가 유산에 기인하고 있기 때문이다. 즉 관료들의 시장경제에 대한 효과적 개입 역할이 사회발전을 주도적으로 이끌었다는 의미이다. 또한 서구 선진국에서는 관료제의 비효율성에서 신공공관리 개혁이 출발한 반면 우리나라는 민주화라는 정치적 환경에 바탕을 둔 신공공관리 개혁이 출발하였다. 따라서 발전국가의 유산인 엘리트 관료제에 의한 적극적 국가개입은 서구 국가들과는 다른 개혁 결과를 보여주었다. 따라서 우리나라 관료제와 행정문화에 대한 철저한 분석을 통한 고유의 관점으로 문제점 파악과 개혁 결과에 대한 평가를 해야만 성공적 NPM 개혁을 수행할 수 있는 것이다.

With doubt of generalized applicability of the NPM, the critics argue that the usefulness of NPM reforms in the countries experienced developmental state is slight at best. In a bid to support this argument a case of NPM reform efforts in Korea, especially for the Kim, Dae Jung and Roh, Moo Hyun governments is employed to assess the suitability of international bench marking or originated in developed countries. In explaining the limited applicability of NPM reforms in the two governments an emphasis is on the legacy of the developmental state within the bureaucratic elites. The legacy is distinct from that of developed countries which are based on liberal democracies and market system featuring free competition. And the NPM reform of developed countries comes from bureaucratic inefficiency, but on the other hand that of Korea comes from the democratic political circumstances. For successful NPM reforms in Korea, therefore, this study argues that making a through study of Korean bureaucracy and administrative culture is essential for analyzing administrative problems and reform results.
