지역축제가 지역사회에 미치는 영향에 대한 인과지도 분석

Causal Loop Analysis for How Much the Local Festivals Impact Local Society : Focused on Local Politics, Administration, Economics, Society, Culture, and Physical Environment

1995년 지방자치제가 실시된 이후 축제의 수가 급속히 증가하고 있다. 축제의 수가 증가하면서, 축제와 관련된 연구 또한 활발하게 이루어지고 있다. 하지만 기존연구의 대부분은 지역축제가 가지고 있는 근본적인 문제를 분석하기 보다는 단편적인 관점에서 문제점을 지적하고 있다. 따라서 본 연구는 인과지도 분석(Causal Loop Analysis) 방법을 이용해서 지역축제에 있어서 정치·행정, 경제, 사회·문화, 물리·환경적 요인들이 어떠한 상관관계가 있는지 종합적으로 살펴보았다. 분석결과를 요약하면 다음과 같다. 지역축제는 정치·행정, 경제, 사회·문화, 물리·환경적 측면에서 상호 선순환적 관계를 가질 뿐만 아니라 상호 악순환적 관계가 있음을 알 수 있었다. 특히 몇몇 주요한 변수(즉, 축제의 정치적 수단화, 상업화, 본질 훼손, 그리고 무분별한 도시개발)들로 인해 지역축제가 지역사회에 긍정적 효과 보다는 부정적 효과를 주는 것으로 나타났다. 따라서 본 연구는 다음과 같은 네 가지 시사점을 제시한다. 첫째, 지역축제가 단순히 정치적으로 수단화 되어서는 안 된다. 둘째, 지역축제를 지나치게 상업주의로 빠져들게 해서는 안 된다. 셋째, 지역축제의 본질을 무시해서는 안 된다. 마지막으로, 지역축제의 발전이라는 명분하에 무분별한 지역개발을 자제해야 한다.

A number of local festivals have radically been created by many local governments since the implementation of local self-government system in 1995. With increasing the number of local festivals, many researchers have actively investigated about local festivals as well. However, most of researches have indicated some particular problems of local festivals rather than pointed out some fundamental problems. With regard to this concern, the main purpose of this study, therefore, is to investigate about how much the local festivals positively or negatively impact on local society such as local politics, administration, economics, society, culture, and physical environment. Using causal loop analysis, this study allows some significant results to us that the local festivals held by local self-government have not only positively related to the development of local society but also negatively impacted on the local society. Especially, some factors such as local festivals as political means, commercialization, substantial harm of local festivals, and indiscreet urban development negatively affect the nature of local festivals. Therefore, this study would like to indicates four comments in order to improve the substantial harm of local festivals. First, local politicians influencing local festival should not use the local festival as political means. Second, the local festivals should not be made as a means of commercialization for development of local economy. Third, local government should not ignore the fundamental importance of local festivals. Finally, many local governments should carefully develop their urban society for the development of local festivals.
