지방의회 행정사무감사의 실효성에 관한 연구

On the Efficacy of Administrative Audit by Local Council: Focused on the Seoul Metropolitan Assembly

이 연구는 지방의회 행정사무감사의 실태 분석에 기초하여 행정사무감사의 실효성을 평가하고 효율화 방안을 모색하는 데 연구의 초점을 두고 있다. 지방의회 의정 활동을 평가하기 위한 기존의 분석틀은 대부분 정량적 지표에 의존하는 한계를 지니고 있다. 이러한 문제의식에 기반을 두어 이 연구에서는 정성적 지표를 중심으로 하는 지방의회 행정사무감사의 분석틀을 새롭게 작성하였다. 새롭게 작성된 행정사무감사 분석틀에 의해 서울시의회 행정사무감사의 실태를 분석한 결과 질의의 질적 심층성이 높지 않고, 행정사무감사 결과보고서의 결과 처리 의견이 구체적이지 않으며 요구 강도 또한 높지 않은 것으로 밝혀졌다. 따라서 지방의회 행정사무감사의 실효성 제고를 위해서는 행정사무감사 과정에서의 질의의 질적 심층성을 확보하도록 노력하여야 할 것이며 아울러 행정사무감사 결과보고서의 결과 처리 의견을 명확하고 강도 높게 제시할 필요가 있을 것이다.

This study aimed at examining the efficacy of administrative audit by local council. To attain this purpose, a researcher tried to build a new model for measuring the effectiveness of administrative audit, and analysed the minute book of the Seoul metropolitan assembly. This new model is different from preceding studies on the point that it includes qualitative indicators. Analyses showed that the level of questioning and interpellation is not sharp and severe in depth and that the legislature s demand for rectification is not concrete and intensive. Therefore, to improve the efficacy of administrative audit by local council, the members of local assembly should make deep inquiries and pointed questions, and should demand concrete and intensive corrections and rectifications to the executive branches of local government.
