일본 지방자치단체 보육정책확대의 정치구조

The Political Structure of Child Daycare Policy Expanding in Japanese Local Governments: Focused on the Initiative and Limitation of a Local Government

본 연구의 목적은 지방자치단체의 ‘주도성’과 ‘한계성’을 중심으로 복지국가체제가 확립된 고도경제성장기 일본 지방자치단체에서의 보육정책확대를 둘러싼 정치구조를 분석하는 것이다. 이를 위해 본 연구에서는 먼저, 주로 경제정책적 관점에 입각하여 보육정책확대를 설명하는 기존 접근법의 한계를 바탕으로 고도경제성장기 지방자치단체 보육정책의 확대를 초래한 요인으로서 사회･경제･정치적 요인들이 복합적인 관련구조로써 전개되는 과정을 추적한다. 다음으로, 그렇게 확대된 보육정책이 어떠한 한계를 내포하고 있으며 또 그 한계의 원인이 무엇인지를 해명하기 위해 ‘보육정책을 추진하는 여러 정책주체간의 상호작용과정’에 초점을 맞추어 ‘정책주체와 정책대상과의 연계구조와 그에 따라 정책대상이 제한되는 과정’을 분석한다. 이러한 지방자치단체에서의 분석을 통하여 본 연구에서는 일본의 보육소제도에 나타나는 선진성과 제도적 모순의 근원을 이해하고자 한다.

The main purpose of this study is to examine political structure of the Japanese local governments expansion of Child Daycare Policy focused on the Initiative and Limitation of a lcoal government. In Japan, local governments had great influences upon government s decision making during high economic growth period which resulted in the establishment of welfare state regime. At first, this study investigates how the policy was expanded with the compound structure of social, economic, and political factors based on shortcomings of previous approaches that only explained the expansion of Child Daycare Policy from viewpoint of mere economic factors. Secondly, this study intends to examine not only the limitation of expanded child daycare policy but it also examines the causes of the limitation. Furthermore, this study investigated not only the relationship between the intentions of policy-makers and certain policy-demanders but it also investigates the process how the policy-makers exclude the rest of policy-demanders focused on the interactions among each actor. Also, the local governments through investigations attempt to find out the advancement and systematic conflicts of Child Daycare Policy in Japan.
