도시 저개발 지역 주민요구에 기초한 커뮤니티 비즈니스 관련정책의 적용과 지역적 사회 안전망의 구축 가능성

Possibility of Appling Community Business Policies and Building Regional Safety Net based on Resident s Needs at Underdeveloped Urban Area - Focused on ‘Suamkol’ in Cheongju city, Chungbuk

본 연구는 취약계층이라고 불리는 고령자, 저소득층 등 주민들이 모여 살고 있는 도시 저개발 지역에 초점을 맞춰 주민요구에 비춰 본 커뮤니티 비즈니스 관련정책의 적용 가능성 및 지역적 사회 안전망 구축의 함의를 도출하고자 하였다. 구체적 조사대상 지역으로 충북 청주시 수암골을 선정하였고 주민요구에 대해서는 기존 조사결과를 참조하였다. 그리고 이미 실시된 커뮤니티 비즈니스 사업에 대해 평가한 다음 향후 전환이 검토되고 있는 사회적기업의 적용 가능성을 분석하였고 나아가 지역적 사회 안전망 구축의 함의를 도출하였다. 분석결과 이미 커뮤니티 비즈니스 사업에서 제기되었던 과제가 향후 사회적기업으로 전환할 경우에도 극복하기 어려울 것으로 나타났다. 동시에 지역적 안전망이 보완적 역할을 하는 것으로 분석되었다. 실제로 수암골 지역주민은 고용창출보다 정다운 교류를 원하고 있으며 수암골 방문자 또한 지역주민과의 교류를 원하고 있는 것으로 나타났다. 이에 기존 커뮤니티 비즈니스 사업 내지 사회적기업은 인력, 정보, 자금이라는 관점에서 한계성을 지니고 있는데 지역자원 네트워크 연결과 관·민 파트너십을 촉진하는 지역적 사회 안전망이 이를 보완할 역할을 하는 것으로 분석되었다. 향후 과제로서는 사회적기업의 제도개선이 필요한 동시에 기부제도 등 지원 시스템을 외국사례와 참조하면서 추가적으로 연구할 필요가 있다.

The purpose of this study is to analyze the possibility of applying community business policies and building regional safety net based on resident’s needs at underdeveloped urban area. The analysis for community business are based on three criteria include human resouces, information and fundraising. And in order to analyze regional safety net, communication and gavernance system are taken into consideration. In case of ‘Suamkol’ as an underdeveloped urban area in Cheongju city, ‘Mashil’ project got government grant as community business and prepared a community restaurant in 2011. They have a plan of changing to social enterprise, but it is difficult because the policy of social enterprise has some limitations of human resouces, information and fundraising to respond resident’s needs. In conclusion, regional safety net includes communication and gavernance system is nessesary to appling community business policies to underdeveloped urban area.
