기초의회 지역구 여성의원의 당선결정요인에 관한 연구

Women Councilors Winning Determinants of Local Election - Focusing on the Election System

이 논문의 목적은 기초의회 지역구 여성의원의 당선에 영향을 미치는 요인을 탐색하려는 것이다. 정당공천제, 비례대표제, 여성정치할당제 및 중선거구제와 같은 선거제도의 도입이후 여성의원이 크게 증가하였으므로 지역구 여성의원의 당선에 선거제도가 영향을 미쳤을 것이라는 가설을 세워보았다. 이러한 가설을 검증하기 위해 당선여부를 종속변수로 하고 선거제도변수와 선거제도변수를 통제할 수 있는 현직요인, 후보자 개인적 특성, 지역ㆍ정당변수를 독립변수로 하여 로지스틱 회귀모형을 구축하고 분석하였다. 분석결과 기초의회에서 지역구 여성의원의 당선에 영향을 미치는 요인은 정당공천여부, 선거구정원, 도시여부, 현직여부, 학력수준, 경쟁자 수 순으로 나타났다. 학력수준이 높을수록 경쟁자 수가 적을수록 선거구정원이 많을수록 당선될 확률이 높고 정당공천자가 무소속 후보자보다 군 지역보다는 시지역에서 비현직 후보자보다는 현직 후보자가 당선확률이 높았다. 예상과 달리 경쟁자수가 증가하면 당선확률은 낮아지는 것으로 나타나 기초의회선거에서 성별경쟁구도는 형성되지 않음을 보여주었다. 할당제의 파급효과가 당선에 유의미한 영향력은 없는 것으로 나타났지만 정당공천변수와 선거구 정원-중선거구제-변수의 영향력이 큰 것으로 나타났다. 개인적 특성변수이지만 할당제의 일종인 지역의무공천제와 관련된 속성을 함축하고 있는 도시변수 역시 당선에 미치는 영향이 큰 것으로 나타나서 기초의회 여성후보자의 당선에 선거제도가 가지는 의미가 크다는 것을 확인할 수 있었다.

This paper aims to explore the election determinants of local women councilors based on the data from the 5th local election of 2010. As the number of local women councilors has been increased after the introduction of new election systems such as quota system, proportional representation system, party nomination system and medium constituency system, it can be established a hypothesis that the election system variables would affect election outcomes. So logistic regression model is built and testified. The empirical analysis shows that party nomination, the numbers of elected in constituency, urban candidate, incumbency advantage, education level, the numbers of competitors affect the winning of women candidates. The higher education level the candidate got, the fewer competitors and the more numbers of elected, the higher the possibility to get elected. The candidates who are nominated by political parties has the higher probability than the candidates who are not nominated. The urban candidates and the incumbents get elected more than the rurals and non-incumbents. Contrary to expectations, the more competitors do not make women candidates win easily. It shows that the competition in local election is not based on gender difference. The most important variables in this model are party nomination, the numbers of elected in constituency, the urban variables. In this model, the urban variable means not personal variables but electoral system variable that measures local district quota system. So it is verified hypothesis that the election system variables would affect election outcomes.
