An Evaluation of the Regional Development Policy Paradigm of the Participatory Government: Focusing on the Theory of Regional Innovation System

본 논문은 참여정부가 추진해온 그동안의 지역발전정책의 시대적 흐름을 패러다임적 관점에서 고찰하고, 시대별 발전전략의 주요특성에 대하여 논의한다. 특히 참여정부에서 지역발전정책의 새로운 패러다임으로 자리매김하고 있는 지역혁신체제의 이론적 배경과 성공적인 지역혁신체제구축을 위한 과제와 개선책을 제시하고자 한다. 21세기 지역개발정책의 새로운 패러다임은 기존의 패러다임의 수정 변화과정으로 볼 수 있을 것이다. 먼저 양적 성장에서 질적 성장으로, 경제성장위주의 효율성증대에서 삶의 질을 제고하고 형평성을 중시하는 개발로, 산업체의 단순한 군집에서 다양한 혁신주체간의 클러스터 조성으로 패러다임이 변화하고 있음을 알 수 있다. 그러나 새로운 패러다임의 정착과정에서 과거 패러다임의 저항과 갈등 또한 경험하고 있다. 예를 들면 다양한 개성 있는 개발정책을 요구하고 있으면서 여전히 예산의 중앙편성, 혁신클러스터의 중요성을 인식하고 있으나 조직 간의 두터운 개인주의, 높은 신뢰가 요구되는 사회자본의 구축은 새로운 패러다임을 맞이하는 공·사부문의 과제라 할 수 있다.

The purpose of this study is to analyze the paradigm of regional development policies across the Korean government to evaluate the paradigm shift. This study focuses on the paradigm shift of the regional development strategies from the 1970 s to present time. Especially, president Roh s Participatory Government has implementing the various regional innovation policies(RIPs) as means of regional promotion and nation s equilibrium in it s development. These regional innovation policies have been showing many of the features such as interactive relationship between innovation bodies, education, clustering in a region. This study tries to justify the paradigm shift by comparing the features of RIPs with ones of development strategies of the past times. Also this study would like to examines the theoretical background to explain this regional innovation policy. The last chapter presents the obstacles raised during these policies implementing across the Ministries of Roh s Participatory Government and remedies to successfully settle the regional innovation policy in new paradigm
