해양경찰 지방조직의 효율적 개편방안에 관한 연구

A Study on the Organizational Reform of the Local Coast Guard Office in South Korea

UN 해양법 협약과 EEZ(배타적 경제수역) 선포로 인해 세계 각국은 해양자원 선점을 위한 무한경쟁을 가속화하고 있다. 또한 해양환경 변화와 어자원의 고갈 등에 따른 불법조업이 급격히 증가하고 있다. 그리고 국민소득 증대에 따른 해양레저의 확산 등 국민의 해양치안서비스 욕구도 점차적으로 증대되고 있다. 따라서 이처럼 급변하는 해양치안환경과 국제 해양질서 재편의 흐름 속에서 이러한 변화에 대응하기 위해서 우리나라 해양경찰은 새로운 조직개편을 도모할 필요가 있다. 다시 말해 해양경찰은 해양환경의 변화와 다양한 해양치안서비스의 욕구에 적극적으로 대응할 필요가 있는 것이다. 이에 이 연구에서는 지방해양 영역에서의 구체적인 필요에 부응하기 위해 해양경찰 지방조직의 폭넓은 개편방안을 제시하였다.

After the proclamation of Exclusive Economic Zone (EEZ) and UN international law of the see agreement, sea environment is getting competitive because countries try to occupy marine resources as much as they can. In addition, the illegal operations by domestic fisheries increase as the available marine products are exhausted with the changed sea environment. The large number of people have turned to marine leisure activities as our national income increases. Therefore, the needs of new organizational structure for Korean Coast Guard (KCG) has been intensified. The KCG needs to respond proactively on a various kinds of service-demands in order to keep maritime security. Therefor this study discusses the necessity of organizational reform of the local KCG in order to satisfy the specific needs of local area.
