The Theory and Practice of Local Governance : The Requirements for Resolving Local Problems

본 연구에서는 상당한 기간동안 지속되어 오고 있는 거버넌스의 이론적 연구, 특히 로컬거버넌스의 이론적 논의가 현실에서도 설명력을 가질 수 있는가를 중심으로 탐구하였다. 기존의 로컬거버넌스 이론에서는 시민과 시민단체의 참여, 정부의 정보공개, 상호신뢰 관계 구축 등 참여와 협력의 문제를 주된 연구대상으로 하고 있다. 하지만 이러한 이론적 논의가 현실을 반영하고 있는가의 문제는 검토된 바가 없다. 그래서 본 연구에서는 의정부시를 대상으로 하여 로컬거버넌스의 구성요소들이 실제 민주적인 지역정책수립에 중요한 구성요소로서 작용하고 있는가를 분석하여 보았다.

In governance, various policy actors are expected to participate in solve local problems and be responsible for various local policies. This study focus on what kinds of participation are needed for increasing effective problem solving abilities of local communities. It is to be noted, however, that this academic achievement has not yet fulfilled. So this study is analyzed by survey data, this research findings are as follows. First, the participation it will be able to produce the alternative plan rather than unconditional participation. Second, institutional participation matters less than executive ability. Third, constructional rationality matters less than specialty. However, this study needs be supplemented by various case study.
