지방자치단체의 스포츠이벤트를 활용한 경제살리기에 관한 연구

A Study on Reviving the Economy of Local Government through Sports Events : Focusing on the Case of Sokcho City

본 논문은 지방자치단체가 지역경제 활성화를 위해 추진하는 스포츠이벤트를 경제적인 측면에서 다루고자 한다. 스포츠이벤트의 경제적 파급효과를 분석하기 위하여 2006년부터 2007년 상반기까지 속초시에서 개최된 모든 대회의 현황을 파악하고 참가자들의 소비를 집계하여 최종소비를 산출하였다. 또한 산업연관표를 활용하여 경제적 파급효과의 실체에 보다 접근함으로서 지방자치단체에 스포츠이벤트 유치의 정책적 기준자료로 활용되고 또한 경제적 파급효과의 제고를 위한 방안을 제시하고자 한다. 소규모 지방자치단체인 속초시는 2006년 총 3개의 대회를 개최하여 155백만원을 투자하여 생산유발효과 1,654백만원, 소득유발효과 429백만원, 고용유발효과 47명 및 부가가치유발효과 894백만원의 경제적 파급효과를 발생시켰다. 그러나 2004년도에는 전년도 보다 많은 총 7개 대회에 271백만원을 투자하여 생산유발효과 3,222백만원, 소득유발효과 974백만원, 고용유발효과 76명 및 부가가치유발효과 1,945백만원으로 나타나 지역 경제에 기여한 것으로 사료된다. 산업연관표 분류에 의한 스포츠이벤트 산업은 강원도나 전국평균보다 높게 나타났다. 즉, 속초시에서 개최된 스포츠이벤트는 지역경제나 지역 경쟁력 강화에 도움이 되는 것으로 판단되며, 장기적으로는 지역화, 지역특성, 지역환경 등에 부합하는 스포츠컨텐cm 개발이 중요 과제라 할수 있다.

The purpose of this study was to analyze the economic impact of sports event as a part of local sports events strategies of local city. To reach the purpose, this study analysed total sport event which held 2006 -2007 years to identify total consume of the participants. Further, Industrial statistic analysis was introduced to help setting up the strategic plan of local government and to help analysis of economic impact of sport events. Sokcho - one of small size of cities in Korea - held 3 events in 2006 and invested 155 million won. The city made 1,653 million won in effect on production inducement, and made 429 million won in effect of income inducement, and made 47 persons in effect on employment inducement, and made 898 million won in effect of value added inducement through the events. During the 2004, the city held 7 events and invested 3,222 million won in effect on production inducement, made 974 million won in effect of income inducement, and made 76 persons in effect on employment inducement, and made 1,945 million won in effect of value added inducement through the events. The figures are much better than that of Gangwon province or national average. sports Events held in Sokcho city were very helpful to activate regional economic. The city need to hold sport event to adjust localization, differentiation and need to consider environmental condition of the city in the future.
