A Strategy for Community Development through Industrial Clustering

본 논문은 지역차원에서 장기발전전략을 염두에 둔 지역산업클러스터 조성방안을 위한 합리적인 기본방향은 무엇인지 탐색하고자 한다. 산업 클러스터에 관한 이론적 고찰과 혁신클러스터와의 차이점, 해외 산업 클러스터 정책 및 지원에 관한 연구, 국내 클러스터 현황 및 지역혁신 체계 실태 분석하고, 충북지역의 현실을 반영하는 클러스터의 구축에 주는 시사점과 교훈 등에 대하여 살펴보고자 한다. 특히 중부내륙지역인 충북을 중심으로 정부가 추진해온 그동안의 지역발전정책을 지역혁신체제의 이론적 배경과 성공적인 지역혁신체제구축을 위한 과제와 개선방향을 제시하고자 한다.

The objective of the study is to explore strategies and methods for building up regional industrial cluster while taking into account long term development at community level. A theoretical examination about how to construct an industrial cluster was performed. Furthermore, we delved into find some critical differences among those industrial clusters already established in various settings. In particular, a comparison between several cases attempted in domestic point of view and ones in a few advanced countries. A few lessons and nuts-and-volts obtained through the investigation were suggested for the case of Cungbuk region, as a inland area of the Korean peninsular, that has been rather disregarded by central government. Several guidelines and lessons for enhancing regional development in terms of industrial innovation clustering.
