지역문화관광자원 해설 제도 운영에 관한 연구

A Study on the Management of the Institution of Interpreting Local Cultural Tourism Resources

본 논문은 발전행정에서 논의되던 제도형성 모형의 기관변수와 연계변수를 활용하여 문화관광해설사제도에 대해 문헌연구, 설문조사와 인터뷰 및 해외현지조사, 참여관찰 방법을 활용하여 평가적 설명을 시도하였다. 동 제도는 2001년 한국방문의 해와 2002년 월드컵 등 국제행사에 대비해 당시 문화관광부 주관 하에 국가정책차원의 문화해설인력으로 양성되었다. 최고정책결정권자의 관광산업 육성에 대한 관심과 열정은 높다. 지역문화관광자원의 해설인력으로 제도화되었으며, 중간에 명칭변경을 통해 제도 목적의 내용을 기존 문화유산 차원을 넘어 문화관광 차원까지 확대하였다. 매년 재교육을 실시하고 현장답사교육을 병행하였다. 해설사들의 직무만족도는 매우 높고, 수당과 해설활동 횟수에 대한 만족도가 약간 낮은 것으로 조사되었다. 연계변수에서 지역별로 문화관광해설사 제도와 유사한 제도가 병렬적으로 운영되고 있는 곳이 많으며, 관광자원 해설에 대해 관광객들은 유익하다고 평가하고 있다.

This study tried to make an evaluative explanation by utilizing the institution variables and linkage variables of the institution building model that have been discussed at the developmental administration and by utilizing the methods of the literature review, survey & interview, overseas local research and participatory observation about the institution of cultural tour guide. The top policy-decision maker has much interest and passions in cultivating tourism industry. It was institutionalized into the human resources for interpreting local cultural tourism resources, and it expanded the content of institutional purpose to the level of cultural tourism above the level of the existing cultural heritage by changing its name in the middle. Reeducation was executed every year and its field trip education was accomplished together. It was researched that the job satisfaction of tour guides was very high and the satisfaction with the compensation and the number of times of guide activity was low a little. There are many areas where the similar institution to the one of cultural tour guide is executed in parallel by each area in linkage variables, and the tourists are evaluating that the interpretation of cultural resources is very useful.
