주민자치센터 지역복지프로그램 활성화 방안에 관한 연구

Activating the Community Welfare Program of the Community Center

본 연구는 지역복지 참여 확대를 유도하고자 대구시 동구 주민자치센터 지역복지프로그램 실태 분석을 통하여 주민자치센터 기능 확립 및 운영 활성화에 기여하고자 한다. 이에 첫째, 주민자치센터에 대한 홍보를 강화하여 지역주민들이 참여 할 수 있는 방안을 마련해야 한다. 둘째, 대구시 동구의 동별 프로그램 대부분이 문화여가프로그램에만 편중되어 있어서 지역복지프로그램 개발이 부진한 상태이다. 이러한 문제를 해결하기 위해서는 복지회관, 복지프로그램을 제공하는 기관 및 단체 등과 연계하여 지역사회에 주민의 참여를 활성화해야 한다. 셋째, 지역복지프로그램 개발시 희망 프로그램을 조사함으로써 탄력적인 운영시간을 확보하는 방안을 마련해야 한다. 넷째, 주민자치센터의 획일적 운영은 오히려 부실 운영을 초래할 가능성이 크므로 운영예산 또한 차등화 하여 자주인 예산을 조달해야 할 필요성이 있다. 따라서 지역복지프로그램 개발과 참여를 유도하기 위해서는 다양한 프로그램, 홍보, 시설 및 공간의 확보, 재원의 확보, 이용시간의 탄력적인 운영이 필요할 것이다.

The purpose of this article is to activate the community center in Dong-Gu, Daegu megalopolis, and investigate the actual conditions of community welfare program. For this purpose this study make plans for participation of residents through publicity in community center. The second, they solve the community welfare program problems by making the use of welfare facilities and welfare program within the region. The third, they plan the elastically managerial time through demanding program desired. The forth, they play the role of voluntary capital through the function of community centers and graded operating expenses. Thus, They are necessary such as multiplicity of programs, publicity, facilities, secure on a place, financial resources, elastically managerial time in community center.
