지방행정개혁과 지방자치단체장의 리더십

Local Governments Reform and Leadership of Chief Executives: Focusing on Administrative Reform of Jeju Special Self-governing Province

이 연구는 제주특별자치도 도지사를 중심으로 제주도의 행정계층구조 개혁과 관련한 리더십에 관한 연구이다. 일반적으로 지방자치단체장의 리더십은 그가 처한 상황변수에 따라 변혁적 리더십을 주로 사용하는데, 이 연구에서도 「제주자치도 특별법」의 제정ㆍ공포를 통해 성취된 행정계층구조 개혁에 있어서 지방자치단체장의 리더십이 중요한 요소로 작용하였음을 확인하였다. 특히 중앙정부 및 대통령과의 관계, 지방공무원과의 관계, 지역주민 및 지방의회, 중앙정당과의 관계에서 지방자치단체장이 구사한 리더십의 유형은 변혁적 리더십의 하나로서 사안에 따라 정치가형 리더십, 권위형 리더십, 카리스마적 리더십이 나타났다. 이 연구를 통하여 도출된 결론은 광역지방자치단체장의 리더십은 적극적으로 지역상황에 대처하여 각각의 상황에 알맞은 리더십을 구현할 수 있는 역량을 갖춰야 한다는 것이다.

This study focuses on the Jeju special self-governing province and it s about administrative reform of Jeju concerning leadership studies. Generally, the leadership of chief executives in local governments primarily uses reformed leadership depend on his variable of situation. Also in this research, based on the accomplished administrative hierarchy structure, the leadership of local governments is confirmed that it worked in a important element through 「Jeju s Self-administrative Special Law」 of establishment and fear. In particular, the relationship between central government and the president, the relationship with local public official, local residents and local assembly, the type of leadership that local self-governor described is one of the types of reformed leadership that showed the political leadership, the authoritative leadership and the charismatic leadership according to cases. The conclusion through this research, the metropolitan mayors of local government leadership should have an ability to implement appropriate leadership needs by actively cope with each region s circumstances.
