지방의회 의정활동 활성화를 위한 의회사무기구의 개선 방안

The Improvement of Secretariat for Facilitating Local Council Activities: Focusing on Gyeongsangnam-Do Provincial Council

지역의 경쟁력이 모여 국가의 경쟁력이 결정되는 지방화 시대이다. 이는 지역발전이 필수인 시대임을 의미하며, 지역의 발전을 위해 지방자치의 선진화가 요구되는 시대임을 의미하기도 한다. 지방자치의 선진화를 위해서는 지방의회의 선진화가 필요하다. 지방의회는 지방자치의 한 축이면서 지방정부가 더욱 효율적이고 경쟁력이 있는 정부가 되도록 하는 중요한 의무를 담당하고 있기 때문이다. 오늘날 지방의회의 기능과 역할 강화를 통해 지방의정 활성화를 모색하고자 하는 논의가 계속되고 있는 것도 이와 같은 맥락에서 이해될 수 있다. 본 연구는 지방의회 사무기구의 주요한 역할인 의회의정활동지원에 대한 역할 수행이 미약한 원인이 무엇인지를 탐색하여 그 개선방안을 제시하는데 연구의 목적이 있다. 조사결과, 의회사무기구가 의정활동지원이라는 본연의 역할을 제대로 수행하지 못하는 가장 주요한 원인으로는 사무기구직원의 인사권이 집행부에 있기 때문인 것으로 나타났고, 그 개선방안으로 의회사무기구의 인사권 조정방안 등을 제시하였다.

As the function of administration expands, there are a lot of responsibilities to change from the function of administration to democratic administration by observing about bureaucracy, which depend on the local council. The successful institutionalization of local autonomy in Korea and its further development depend on the secretariat of local council for council activities support. The role of the secretariat of local council must be enhanced. Also, it is suggested that local councils must have more authority on their secretariat for council activities support. In this context, the aim of this article is to suggest the plan of how the local council will be improved and what kinds of role it will execute. Especially, it is to know internal and external factor of local council to be activated with the operating situation. It is the most important thing to take a root of self-government which is successful. Despite a wide scope, the extent and method of this article are narrow down to Gyeongsangnam-do provincial council with a case study.
