경제적 관점에서의 해양오염피해지역 연구

A Study on the Sea Contamination Area from an Economic View Point: Focusing on Taean Disaster Case

이 논문은 태안지역에서 발생한 허베이스피리트호 해양오염사고를 전후하여 경제학적 관점에서 지역과 주민의 경제생활을 비교분석함으로써 사건해결에 대한 정책적 시사점을 찾는데 목적이 있다. 아울러, 태안지역의 피해정도 및 미래소득추세 그리고 피해주민들의 요구사안에 대한 대안을 마련하는데 그 목적이 있다. 이를 위해 지역연구 방법론과 함께 경제적 분석 툴 및 질적 분석의 기법을 활용하였다. 주요 시사점과 정책적 대안은 다음과 같다. 첫째, 부분적인 자료이지만 태안은 충남도내 다른 지역 보다 경제적으로 윤택한 생활을 해온 것으로 분석되었다. 둘째, 이번 사건으로 인한 피해주민들의 미래 소득 추세대는 일반적 재난에 의한 피해주민들과 비교하여 다른 양상을 보일 것으로 추정되었다. 셋째, 해양오염의 경제적 피해규모 실측을 위한 기법의 개발이 요구되었다. 넷째, 태안지역의 피해규모는 약 7,456억 원으로 추정할 수 있다. 다섯째, 기초자치단체를 중심으로 매우 세밀하고 정확한 통계작성이 국가시책으로 추진되어야 할 필요성이 제기되었다. 여섯째, 태안은 3차 산업과 1차 산업을 조합하는 전략이 무엇보다 요구되며 태안 전체를 전통과 현대가 공존하는 지역으로 유지·보전해야 한다. 일곱째, 태안군의 재정자립도를 제고할 수 있는 방법으로서 비록 2차 산업이기는 하지만 첨단기술을 기반으로 한 수산물 가공단지가 조성될 필요가 있다.

This study was carried out in order to find out the policy implications for the resolution of the disaster by comparing and analyzing the economic life of the damaged area of Taean and of its inbabitants from the economic point of view before and after of the Hebei Spirit oil disaster. At the same time, we have an objective of estimating the amount of damage and the tendency of future income, and providing the alternative plan for the inhabitants demand. For proceeding this study, an area study methodology, an economic analysis tool, and a qualitative analysis technique were practically applied. Principal implications and alternative proposals obtained through the study are as follows. First, even though it is from partial data, the inhabitants of Taean had carried on relatively more prosperous living as compared with the other areas in South Chungcheong Province. Second, it could be presumed that the tendency of future income of the sufferer would be rather different from that of the generalized victims of similar disasters. Third, it is concluded that developing the methodology for measuring the actual economic damage from maritime oil disaster should be required. Fourth, the amount of damage of Taean could be estimated at 745.6 billion won. Fifth, it is necessary that the nationally constituted statistical system in which the local government has the central role should be promoted for the detailed and precise data collection, coding, and statistical analysis. Sixth, first of all, in Taean the economic strategies which are to collate the tertiary industry with the primary industry should be established and modern life which is to inherit and develop cultural traditions should be preserved and maintained. Seventh, even though it is the secondary industry, a high-technologied processing plant complex for marine products will be needed to raise the financial independence of the county of Taean.
