전자정부서비스 시민만족도와 정부신뢰

Citizen Satisfaction with E-Government Services and Trust in Government: The Case of Kangnam-Gu

우리나라의 경우 1990년대 중반 이후 전자정부 구축이 본격화됨에 따라 그간 학계에서도 전자정부서비스의 활용도나 만족도에 대한 연구가 진행되어 왔다. 그러나 전자정부의 구축을 통한 다양한 전자정부서비스의 제공은 시민의 정부신뢰 정도에 상당히 긍정적 영향을 미칠 것으로 판단되기 때문에 단순한 활용도나 만족도 연구를 넘어 이들과 정부신뢰와의 관계에 대한 체계적인 연구가 필요하다. 따라서 본 연구는 유형별 전자정부서비스(정보서비스, 민원행정서비스, 참여서비스)에 대한 시민만족도가 정부신뢰에 어떠한 영향을 미치는지를 강남구민에 설문조사를 통해 실증적으로 분석하였다. 그 분석결과를 보면, 정보서비스의 정확성과 참여서비스의 반영성이 정부신뢰에 유의미하게 긍정적인 효과를 보이는 것으로 나타났다. 이러한 분석결과는 최근의 관련 국내외 연구들과도 일치한다. 아울러 본 연구의 결과가 지닌 정책적 시사점, 즉 정확성과 반영성을 제고할 수 있는 정책대안들에 대해 간략히 논의하였다.

As the establishment of e-government has been executed in Korea after the mid-1990s, the citizen utilization and satisfaction of e-government services also have been critical issues among many scholars. However, their studies have several limitations. One of the most important weaknesses is that the previous studies have not paid much attention to the relationship between citizen satisfaction of e-government services and trust in government, although the provision of various e-government services is expected to have a great influence on the level of trust in government. Thus, this study attempts to examine the relative effects of 7 factors related to e-government services on the level of trust in government. For this purpose, the study employs a survey questionnaire to the citizens in Kangnam-Gu, Seoul. The collected data are analyzed using various statistical methods such as correlation analysis, reliability analysis, and multiple regression analysis. The research findings show that the level of citizen satisfaction of e-government services and trust in government are relatively satisfactory, and that two variables(accuracy in information service, feedback in participation service) have significant effects on the level of trust in government. Based on the results of analysis, this study finally suggests several policy alternatives for improving the level of trust in government through e-government services.
