지역 언론보도를 활용한 지방의회 의정활동 평가

지방자치제가 성공을 거두기 위한 중요한 요건 중의 하나는 지방의회의 성장과 발전을 들 수 있다. 지방의회의 성장과 발전을 이루기 위한 과제들이 여러 가지가 있겠으나 현 시점에서 무엇보다도 중요한 것은 의정활동에 대한 평가다. 평가 없이 지방의회가 발전하기 어렵다. 엄정한 평가가 이루어질수록 그 만큼 지방의회는 발전할 가능성이 높아지게 되는 것이다. 그러나 현실적으로 의정활동을 평가하는 것은 쉽지 않다. 근본적으로는 평가문화가 제대로 정착되지 못한 우리의 경우 더욱 그러하다. 평가가 형식적으로 이루어지는가 하면 평가를 비판으로 생각하는 의식이 많다. 이러한 한계를 보완하기 위한 방법으로 본 연구는 지방의회 의정활동에 대한 지역언론의 보도를 중심으로 지방의회 의정활동을 평가하는 것에 착안하고자하였다. 지역 언론보도를 활용한 지방의회 의정활동평가는 의정활동의 내용이나 질적인 수준을 평가하는데 더 유리함으로 주요 선행연구의 정량적인 분석이 가지고 있는 한계를 상당부분을 보완할 수 있음을 추정할 수 있다. 더욱이 지역 언론보도의 전반적인 경향에서 지방의회의 의정활동에 대한 만족도 혹은 평가의 경향을 뚜렷하게 알 수 있을 뿐만 아니라 의정활동에 대한 기능별, 위원회별, 시기별 평가 등과 더불어 각각의 평가결과에 대한 구체적인 배경이나 상황 등을 설득력 있게 설명할 수 있는 큰 의미를 가지고 있다고 할 수 있다. 그러나 평가자의 주관적인 요소가 상당부분 개입될 수 있는 소지가 많아 이를 감소시키고 언론보도를 객관적이고 일관적인 분류하는 방안 등이 마련되어야 한다.

The successful settlement of local autonomy in Korea and its further development depend on the performance quality of the local council. In this respect, evaluating the performance of local councils is a matter of great importance. Therefore, it needs to pay closer attention to how to be evaluate the local councils. This study emphasized on the local newspaper reports in evaluate the performance of local councils. Despite the important role of local paper in local autonomy, little study has been on the evaluation of local councils. For this, all articles concerning legislative activity of Gyeongsangbuk-Do Provincial Council were collected from editorial, commentary, remarks, and special topic series from six of daily newspapers, which is being issued in Daegu and Gyeongsangbuk-Do regions. And content analysis was executed as the method for evaluating. As the result, the analysis of local newspaper reports was more advantageous than using the quantitative and statistical data in evaluating the contents and quality of legislative activity. But the method using local newspaper reports leaves much room for improvement because of subjectivity of an appraiser.
